  1. LORD JUSTICE PILL: This is an application for permission to appeal against a judgment of Jacob J given on 18th January 2002. An extension of time is also sought.
  2. I considered the application on 23rd July 2002. The applicant, Dr Ram Pratap Saxena, complained that Jacob J had given no reasons for the decision he had made. I acceded to a request that the learned judge should be invited to give reasons and adjourned the case. Jacob J has given an explanation for his decision in a judgment he gave, without the attendance of the parties, on 7th August 2002.
  3. The application has been listed for today. I have been shown the copy of the standard letter of listing which was sent to the applicant on 11th September 2002. The case was listed for not before 2 o'clock. The applicant has not appeared. His name has just now again been called outside the court. It is now a quarter to three and he has not attended to pursue his application. In those circumstances I refuse the application for permission to appeal and the extension of time.
  4. Order:Application refused.
