My Decision
At the time when the local authority issued proceedings, on 29 June 2018, L was suffering and was likely to suffer significant harm (emotional abuse and neglect) pursuant to Section 31(2) of the Children Act 1989, and that harm or likelihood of harm was attributable to the care likely to be given to her not being what it would be reasonable to expect a parent to give.
