"…. The standards should be very high; the progress must be exceptional, outstanding and bearing in mind that it provides the basis for a reduction in a period fixed for the purposes of punishment and deterrence, so it should be. Even where the necessary high standard is reached, the impact on the total tariff is likely to be very modest."
