VOCATIONAL EDUCATION (EXPENSES OF ATTENDING CONFERENCES) REGULATIONS, 1931.

VOCATIONAL EDUCATION (EXPENSES OF ATTENDING CONFERENCES) REGULATIONS, 1931.

WHEREAS it is enacted by section 54 of the Vocational Education Act, 1930 (No. 29 of 1930), that a vocational education committee may, in accordance with regulations made by the Minister for Education, defray the expenses of members of such committee appointed by it to attend meetings or conferences held for the purpose of discussing matters relating to continuation education and technical education or either of them.

NOW, I, JOHN MARCUS O'SULLIVAN, Minister for Education, in exercise of the powers conferred on me by section 54 of the Vocational Education Act, 1930 (No. 29 of 1930), and of every and any other power me in this behalf enabling, do by this Order make the following regulations:—

1. These Regulations may be cited as the Vocational Education (Expenses of Attending Conferences) Regulations, 1931.

2. The Interpretation Act, 1923 (No. 46 of 1923), applies to the interpretation of these Regulations in like manner as it applies to the interpretation of an Act of the Oireachtas.

3. In these Regulations the expression "the Minister" means the Minister for Education, and the word "Committee" means a vocational education committee.

4. The following provision shall have effect in relation to the defrayal under section 54 of the Vocational Education Act, 1930 , of expenses of members of a committee appointed by it to attend a meeting or conference held for the purposes of discussing matters relating to continuation education and technical education or either of them, that is to say:—

(a) such expenses may include

(i) travelling expenses actually incurred, when the distance from the member's home to the place of such meeting or conference exceeds five miles, and,

(ii) subsistence allowance, when the member is required to be absent from home for the purpose of attending such meeting or conference for a period of not less than ten hours;

(b) such travelling expenses and such subsistence allowance shall be at a rate not exceeding the rates for the time being approved by the Minister.

(c) no payment shall be allowed in respect of the attendance of a member of a committee at any such meeting or conference unless the Minister has approved in advance of the attendance of members of such committee at such meeting or conference.

(d) the number of members of a committee who may receive payment in respect of any such meeting or conference shall not exceed three, unless the Minister specially approves of payment in respect of such meeting or conference being made to a larger number of members of such committee.
