STATISTICS (CENSUS OF POPULATION) ORDER, 1951.

The Taoiseach, in exercise of the powers conferred on him by subsection (1) of section 16 of the Statistics Act, 1926 (No. 12 of 1926), and the Statistics Acts, 1926 and 1946 (Transfer of Ministerial Functions) Order, 1949 ( S.I. No. 142 of 1949 ), and of every and any other power him in this behalf enabling, hereby orders as follows : --

1. This Order may be cited as the Statistics (Census of Population) Order, 1951.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Order.

3. Statistics shall be collected of the following subject matter, nature and character, that is to say :--

(a) Population.

(b) Names and addresses, sex and date of birth.

(c) Occupation, profession, trade or employment.

(d) Conditions as to marriage, relation to head of family.

(e) Education of young persons.

(f) Houses and buildings, acreage and valuation of agricultural holdings,

as of Sunday, 8th April, 1951.

4. The following are the persons, or classes of persons, by whom returns are to be made, or information is to be given, for the purpose of the said statistics, that is to say :--

(a) The head or other person acting as head of a private household ;

(b) the person in charge of an institution, such as a boarding-house, common or other lodging-house, club, hotel, boarding-school, boarding-college, convent, monastery, barrack, county home, hospital, mental hospital, prison, or other establishment of any kind ;

(c) the master or other person in charge of a steamer, sailing vessel, yacht, fishing boat or craft of any kind in any bay, creek, harbour, port, lake, river, canal or elsewhere in waters within the jurisdiction of the State ;

(d) individuals.

5.--(a) Returns shall be made, information shall be given, and the statistics shall be collected in the manner provided by the forms, schedules and other documents set out in the Schedule hereto ;

(b) The collection of the statistics shall be carried out through members of the Garda Síochána and officials of the Department of Posts and Telegraphs.

6.--(1) The Commissioner of the Garda Síochána may appoint such and so many persons (being members of the Garda Síochána) as he thinks fit to be authorised persons for the purpose of this Order, and the appointment of persons under this paragraph may be made by their names or by the designation of their offices or in such other distinguishing manner as the said Commissioner thinks fit.

(2) There shall be issued to every authorised person appointed under this paragraph a certificate signed by an Officer of the Garda Síochána, not below the rank of Superintendent, certifying that such person has been so appointed.

(3) A member of the Garda Síochána who, while wearing his uniform as such member, produces a certificate under this paragraph to the effect that he has been appointed an authorised person shall, until the contrary is proved, be deemed to be an authorised person.

7.--(1) The Minister for Posts and Telegraphs may appoint such and so many persons, serving in the Department of Posts and Telegraphs, as he thinks fit to be authorised persons in the Dublin Metropolitan Garda District for the purposes of this Order and the appointment of persons under this paragraph may be made by their names or by the designation of their offices or in such other distinguishing manner as the said Minister thinks fit.

(2) There shall be issued to every authorised person appointed under this paragraph a certificate signed by an officer of the Department of Posts and Telegraphs, not below the rank of Superintendent, certifying that such person has been so appointed.

(3) An official of the Department of Posts and Telegraphs who, while wearing his uniform as such official, produces a certificate under this paragraph to the effect that he has been appointed an authorised person shall, until the contrary is proved, be deemed to be an authorised person.

8. Every authorised person when acting under these Regulations shall on demand produce and show the certificate issued to him under this Order.

9. The forms, schedules and other documents set out in the schedule hereto shall be used for the collection of the said statistics.

MEMORANDUM A.--EXPLANATORY NOTES.

I.--NOTICE.

Under the Statistics Acts, 1926 and 1946, and Orders made thereunder a return, either in Irish or English, of all the particulars asked for on the accompanying Form A must be made by :

(1) The head or other person acting as head of a private household in respect of all persons forming part of the household for Census purposes. See heading of column (A) of the Form A.

N.B.--If the house be let or sublet to separate families or to lodgers (not boarders) each head of a family or lodger must make a return for his portion of the house on a separate Form A.

(2) The person in charge of an institution such as a boarding-school, college, hostel, convent, monastery, barrack, county home, hospital, nursing home, mental hospital, boarding-house, common or other lodging-house, club, hotel, prison, etc., in respect of all persons who are to be included as inmates of the establishment for Census purposes. See heading of column (A) on the Form A.

(3) The Master or other person in charge of a steamer, sailing vessel, yacht, fishing boat, etc. in any bay, creek, harbour, port, lake, river, canal, etc., and generally in waters within the jurisdiction of Ireland in respect of persons who slept on board the vessel on the night of Sunday, 8 April, 1951, or who crossed on board on the morning of Monday, 9 April, 1951, not having been enumerated elsewhere.

The Form A will be called for on Monday, 9 April, 1951, or as soon as possible thereafter by the appointed enumerator ; in order that he may not be delayed it must be ready with the answers written in the proper columns early on the morning of that day. If the answers are incomplete or inaccurate the enumerator must ask any questions necessary to enable him to complete the Form. The enumerator will assist such persons as may not be able to fill the form themselves.

If any person whose duty it is to make a return or give information refuses to do so, or wilfully gives false information or uses otherwise than for the purposes of making the return any information given to him for that purpose, he will be liable to the penalties laid down under the Statistics Act, 1926 .

The particulars returned on the Census Schedule are strictly confidential.

Pay particular attention to the instructions at the head of each column and elsewhere on Form A, and also to the following :--

Date of Birth--Column (E).

Give full particulars, namely, day, month and year of birth in respect of each person.

OCCUPATION (Column (G)) AND EMPLOYMENT (Column (H)).

(1) An entry should be made in these columns for each person aged 14 years or over.

Persons principally occupied in working for payment or profit.

(2) If a person has more than one occupation state only that one by which the living is mainly earned.

(3) The precise character of the occupation should be stated whether the worker is at work or not.

(a) Dealers and Makers.--Such shopkeepers and retail dealers as " Tailors,' " Boot-makers," " Jewellers," " Bakers," etc., and their assistants are in many cases engaged partly in making and partly in selling. If they are mainly engaged in selling the word " shop-keeper " or " shop-assistant " as the case may be, should be entered in column (G) after the description of occupation, but if mainly engaged in making or producing the word " maker " should be added.

The descriptions of traders and of makers should be sufficient to show the article or group of articles dealt in or made as in the above, or in the following descriptions :--" Cattle-dealer," " Coal merchant," " Cycle agent," " Creamery manager," etc.

(b) Labourers should always be described fully, where possible, by the kind of work done, e.g. " Farm labourer," " Bricklayer's labourer," etc. The term " General labourer " may be employed for men engaged on all types of labouring work but the proper trade term appertaining to the work should be used. Care should be taken to fill up column (H).

(c) Civil Servants should enter the grade, e.g. " Civil servant--Clerical Officer " in column (G) and Department in column (H). Local Authority employees should be described in a similar way.

(d) Police and Defence Force members should state their rank, e.g., " Sergeant in Garda Siochána," " Private in Defence Forces," etc.

(e) Nurses should indicate the type of nursing in which they are employed, e.g. " Nurse (domestic)," " General Hospital Nurse," " Mental Nurse," " Maternity Nurse," etc.

(f) Managing Directors, company directors, managers, foremen and overlookers should be so described in Column (G) and should state precisely in column (H) the nature of the employment, department or branch in which they are engaged.

(g) Employers should enter precise description of business, e.g., " Builder and Contractor," " Shirt manufacturer," in column (G) and the word, " employer " in column (H), and in brackets insert a number of employees, e.g., " (16.)" Persons employing only private domestic servants are for Census purposes, not to be described as employers.

(h) Persons working on own account. Persons engaged in their own business or on their own farm and not employing persons under contract of wages should give the nature of their business in column (G) and write " Own Account " in column (H) e.g., " Farmer," " Own Account," ; " Publican," " Own Account."

(i) Members of religious bodies who are engaged in teaching or in other service or industry should state in column (G) " Clergyman, teacher " ; " Nun in charge of laundry " ; " Christian Brother, teacher " ; etc.

The following are examples of complete descriptions. The words in italics should not be used alone :--

Chartered Accountant ; Apprentice, Draper's Assistant ; Book Binder ; Bank Clerk ; Electrician (motor attendant) ; Boiler Foreman ; Advertising Manager ; Domestic Nurse.

Instead of the general description Printer use " Compositor," " Machine Minder," etc. ; instead of Shopkeeper state " Sweetshopkeeper," " Greengrocer," " Tobacconist," etc.

Name and Business of Employer.

(4) This information is required in column (H) for the purpose of classifying persons according to industry or service with which their work is connected.

(a) When the person's employer is engaged in two or more businesses, whether in the one establishment or in two distinct establishments, state in column (H) the precise branch or business in which the person is employed--see second example in Section II above.

(b) For every person in column (A) of the Schedule, who is engaged in connection with a farm (as farmer or otherwise), enter in column (H) the area of the farm in statute acres after the word " Employer," " Own Account " or " Farmer " as the case may be.--See first and second examples in Section II above.

(c) For domestic servants and other persons in Private Personal Service, the word " Private " should be entered in column (H) and the name and business of the employers should not be stated.

(d) For domestic servants, cooks, waitresses, etc., employed in Hotels, Restaurants, Boarding houses, etc., the name and business of the employer must be stated.

Persons not principally occupied in working for payment or profit.

(5) Students should indicate their branch of study, e.g., " Medical student," " Law student," etc., Apprentices should give the nature of the occupation which they are learning, e.g. " Apprentice Draper's Assistant." Persons, aged 14 years or over, at school or college and not otherwise occupied should be described in column (G) as " at school " adding the words " primary," " secondary," " vocational," " business college," etc., whichever applies. Columns (G) and (H) should be left blank in the case of children under 14.

(6) Persons aged 14 years and over who are not at school or college or not otherwise occupied and who have not yet started to work should be described in column (G) as " Not yet at work " and column (H) should be left blank.

(7) Wives and other members of households, mainly occupied in unpaid domestic duties should be described in column (G) as " Home Duties " and column (H) should be left blank.

(8) Persons helping relatives in a business or on a farm should describe themselves as " Assisting father," " Assisting brother," etc., as the case may be. The name of the head of the business should be stated in column (H) together with the nature of the business.

(9) Persons retired from an occupation or service should be described as " retired " in column (G) and column (H) left blank.

(10) Other persons not included above who are mainly dependent on others' earnings or upon their own or others' private means should write " none " or " no occupation " in column (G) and leave (H) blank.

AGRICULTURAL HOLDINGS--Question (1).

(11) The valuation figure required is that of lands and buildings. Answers are required only in respect of rated occupiers of agricultural holdings.
