INSURANCE (INTERMITTENT UNEMPLOYMENT) (SUPPLEMENTARY BENEFIT) (AMENDMENT) REGULATIONS, 1953. |

The Minister for Social Welfare, in exercise of the powers conferred on him by the joint operation of the Insurance (Intermittent Unemployment) Act, 1942 (No. 7 of 1942), the Social Welfare Act, 1952 (No. 11 of 1952) and the Social Welfare (Transfer of Departmental Administration and Ministerial Functions) (No. 1) Order, 1947 ( S. R. & O. No. 18 of 1947 ) and of every and any other power him in that behalf enabling hereby makes the following Regulations:-- |

1. (1) These Regulations may be cited as the Insurance (Intermittent Unemployment) (Supplementary Benefit) (Amendment) Regulations, 1953, and shall be read as one with the Insurance (Intermittent Unemployment) (Supplementary Benefit) Regulations, 1943 ( S. R. & O. No. 109 of 1943 ) (hereinafter referred to as " the principal regulations ") and shall come into operation on the 5th day of January, 1953. |

(2) In these Regulations the expression " the Minister " means the Minister for Social Welfare. |

2. (1) The following paragraph shall be substituted for paragraph (1) of Regulation 2 of the principal regulations-- |
||
" (1) In these Regulations, unless the context otherwise requires or admits :-- |
||
the expression " the Act " means the Insurance (Intermittent Unemployment) Act, 1942 (No. 7 of 1942) as amended by the Social Welfare Act, 1952 (No. 11 of 1952) and by any subsequent enactment ; |
||
the expression " wet-time book " means a wet-time book issued in accordance with the Insurance (Intermittent Unemployment) (Contributions) Regulations, 1943 ( S. R. & O. No. 33 of 1943 ) ; |
||
the expression " insurance card " means an insurance card issued in accordance with the Social Welfare Act, 1952 (No. 11 of 1952) ; |
||
the expression " stamp " means an adhesive supplementary insurance stamp or a stamp duly impressed upon a supplementary unemployment book by an employer in pursuance of an arrangement entered into between such employer and the Minister." |
||
(2) References in the principal regulations to stamps affixed to a wet-time book shall be deemed to include stamps duly impressed upon a wet-time book in pursuance of an arrangement entered into between an employer and the Minister. |

(3) In the principal regulations the words " insurance card " shall be substituted for the words " unemployment book ". |
||
(4) In regulation 9 of the principal regulations the words " a deciding officer on any question, the duty of determining which is placed upon such officer by the Social Welfare (Intermittent Unemployment Insurance Decisions and Appeals) Regulations, 1953 " shall be substituted for the words " an insurance officer on any question, the duty of determining which is placed upon such officer by section 40 of the Act ". |

(5) The following regulation shall be substituted for regulation 10 of the principal regulations-- |
||
" 10. The procedure to be followed by an appeals officer, the Chief Appeals Officer and the person designated to act as deputy for the Chief Appeals Officer in the consideration and examination of questions referred to them shall be the procedure prescribed in the Social Welfare (Intermittent Unemployment Insurance Decisions and Appeals) Regulations, 1953." |

(6) The words " Local Office " where they occur under the heading "Wet-Time Book Number" in the First, Second and Fourth Schedules to the principal regulations shall be deleted. |
||
(7) The words " Deciding Officer " shall be substituted for the words " Insurance Officer " in the Fourth Schedule to the principal regulations. |
||
