ROAD TRAFFIC (SIGNS) (AMENDMENT) REGULATIONS, 1964. |

The Minister for Local Government, in exercise of the powers vested in him by sections 5 and 95 of the Road Traffic Act, 1961 (No. 24 of 1961) hereby makes the following Regulations:-- |
||
Citation and construction. | ||
1.--(1) These Regulations may be cited as the Road Traffic (Signs) (Amendment) Regulations, 1964. |
||
(2) The Principal Regulations and these Regulations shall be construed together and may be cited collectively as the Road Traffic (Signs) Regulations, 1962 and 1964. |
||
Definitions. | ||
2. In these Regulations-- |
||
" the Act " means the Road Traffic Act, 1961 ; |
||
" the Principal Regulations " means the Road Traffic (Signs) Regulations, 1962 ( S.I. No. 171 of 1962 ) ; |
||
" buffer area " means an area between two parking bays intended to facilitate the parking of vehicles in the parking bays ; |
||
" meter parking place " means a parking place specified as a meter parking place by bye-laws under section 90 of the act ; |
||
" parking bay " means a space in a meter parking place intended for the parking of one vehicle or, where the space is reserved for the parking of bicycles, more than one vehicle ; |
||
" traffic lights " means a mechanical signal as specified by article 13 of the Principal Regulations. |
||
Amendment of article 12 of Principal Regulations. | ||
3. Article 12 of the Principal Regulations is hereby amended-- |
||
(a) by the insertion of the following paragraph after paragraph (a) :-- |
||
" (aa) two parallel continuous white lines approximately four inches apart, each line being approximately four inches wide, extending together not less than sixty feet along the centre of the roadway--to indicate that traffic shall keep to the left of such lines ; " |
||
(b) by the insertion of the following paragraph after paragraph (b) :-- |
||
" (bb) a continuous white line and a broken white line parallel thereto and approximately four inches therefrom, extending together along the centre of the roadway, each line being approximately four inches wide, the broken white line consisting of segments approximately three feet long and fifteen feet apart--to indicate that traffic on the side of the roadway on which the continuous white line is placed shall keep to the left of the lines and that traffic on the side of the roadway on which the broken white line is placed shall keep to the left of the lines except where circumstances are such that traffic may cross the lines without danger to other traffic or pedestrians ; " |
||
(c) by the insertion of the following paragraph after paragraph (e) :-- |
||
" (ee) white arrows curved to the right or to the left placed in a traffic lane at the junction of an important road and a road of lesser importance, to indicate |
||
(i) the direction in which traffic using the lane is to proceed in order to enter the main stream of traffic on the important road, or |
||
(ii) the direction in which traffic using the lane is to proceed in order to leave the important road ; " |
||
(d) by the addition of the following paragraphs :-- |
||
" (g) at, or at the approach to, a road junction, the name of a place to which a road leads together with an arrow indicating its direction, the place-name and the arrow being in white ; |
||
(h) white roadway markings as set out in Section A of Part VIII of the First Schedule to these Regulations, to indicate that parking is prohibited, on the side of the road on which the markings are provided, between the markings and traffic lights provided on the road ; |
||
(i) roadway markings consisting of white lines approximately two inches wide as set out in Section B of Part VIII of the First Schedule to these Regulations, to indicate, in a meter parking place, a parking bay and its limits, and a buffer area and its limits ; provided that the dimensions of a parking bay may be reduced in the case of a parking bay reserved for the parking of mechanically propelled bicycles used without side-cars ; |
||
(j) a symbol, in white, representing a bicycle, placed in a parking bay to indicate that the parking bay is reserved for mechanically propelled bicycles used without side-cars." |

Amendment of article 13 of Principal Regulations. | ||
4. Sub-paragraph (a) of paragraph (1) of article 13 of the Principal Regulations is hereby amended by the substitution in condition (vii) of " four feet " for " seven feet ". |
||
Amendment of First Schedules to Principal Regulations. | ||
5. The First Schedule to the Principal Regulations is hereby amended by-- |
||
(a) the addition to Part II of paragraph (w) and sign 129, as set out in Table I to these Regulations ; |
||
(b) the addition to Part IV of the following paragraphs :-- |
||
7. in the case of sign 1, where a road leads to an airport, the word " Aerphort " accompanied by a symbol representing an aircraft may be used ; |
||
8. in the case of signs 3 to 5 inclusive, a rectangular panel containing a symbol representing an aircraft may be added beside the name of a place to which a road, which also leads to an airport, leads ; " |
||
(c) the substitution, in Parts V and VII, of " signs 101 to 129 inclusive " for " signs 101 to 128 inclusive ", and of " signs 102 to 129 inclusive " for " signs 102 to 128 inclusive " ; |
||
(d) the insertion in Part VI of the following paragraph after paragraph 3 :-- |
||
" 3A. sign 212 may be accompanied by a rectangular plate or a plate of the general shape of sign 1. which shall be placed below the sign and shall show in white letters on a green field a message (such as the words " meter parking only ") to indicate that a place in which parking is permitted is a meter parking place ; " |
||
(e) the insertion in Part VI of the following paragraph after paragraph 4 :-- |
||
" 4A. where, under paragraph 4 of this Part of this Schedule, a plate is provided below sign 212, there may be shown on the plate a symbol representing a bicycle, to indicate that the permission to park is restricted to bicycles used without side-cars ; " |
||
(f) the addition of Part VIII as set out in Table II to these Regulations. |
||

||
Section A.--Roadway markings to indicate that parking is prohibited, on the side of the road on which the markings are provided, between the markings and traffic lights. |

Section B.--Roadway markings to indicate, in a meter parking place, each parking bay and buffer area and their limits. |
||
1. Where a buffer area is not provided and parking is required by bye-laws under section 90 of the act to be parallel to the kerb of a roadway or a line :-- |
||
Parallel lines approximately two inches wide which, with the edge of kerb, or line to which parking is required to be parallel, indicate a parking bay and its limits. |
||
2. Where a buffer area is provided and parking is required by bye-laws under section 90 of the act to be parallel to the kerb of a roadway or a line :-- |
||
Parallel lines approximately two inches wide which, with the edge of kerb, or line to which parking is required to be parallel, indicate a parking bay and its limits. |
||
Diagonal line to indicate a buffer area and its limits. |
||
3. Where parking is required by bye-laws under section 90 of the Act to be at a right angle to the kerb of a roadway or a line :-- |
||
Parallel lines approximately two inches wide which, with the edge of kerb or line, indicate a parking bay and its limits. |
||
4. Where parking is required by bye-laws under section 90 of the Act to be at an angle (other than a right angle) to the kerb of a roadway or a line :-- |
||
Parallel lines approximately two inches wide which, with the edge of kerb or line, indicate a parking bay and its limits. |
||

EXPLANATORY NOTE. |
||
The Regulations amend the Road Traffic (Signs) Regulations, 1962 ( S.I. No. 171 of 1962 ) to provide for the use of a symbol on direction signs to indicate the way to an airport, for a warning sign to indicate the existence of an unprotected quay, canal or river, for certain additional roadway markings and for a lower minimum height for traffic lights. The Regulations also provide for information plates and roadway markings for use in meter parking places. |
