FOREIGN POST AMENDMENT (NO. 7) WARRANT, 1964.

FOREIGN POST AMENDMENT (NO. 7) WARRANT, 1964.

I, SÉAMAS Ó RIAIN, Minister for Finance, on the representation of the Minister for Posts and Telegraphs as testified by his official seal affixed hereto, and in exercise of the powers conferred on me by sections 2, 4, 12 and 82 of the Post Office Act, 1908, hereby order as follows :

1.--(1) This Warrant may be cited as the Foreign Post Amendment (No. 7) Warrant, 1964.

(2) This Warrant shall come into operation on the 1st day of June, 1964.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Warrant.

3. In this Warrant " the Principal Warrant " means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

4. Paragraph (15) of Regulation 3 of the Principal Warrant as amended by Regulation 7 of the Foreign Post Amendment (No. 6) Warrant, 1959 ( S.I. No. 47 of 1959 ), is hereby amended by the substitution for " packet of literature for the blind, or magazine for Canada " of " or packet of literature for the blind."

5. Paragraph (2) of Regulation 21 of the Principal Warrant as amended by Regulation 12 of the Foreign Post Amendment (No. 6) Warrant, 1959, is hereby amended by the substitution for " small packet, magazine for Canada " of " small packet."

6. The following Regulation is hereby substituted for Regulation 25 of the Principal Warrant (inserted by Regulation 13 of the Foreign Post Amendment (No. 6) Warrant, 1959) :

SPECIAL CONDITIONS AS TO COMMERCIAL PACKETS, PRINTED PACKETS, SAMPLE PACKETS, SMALL PACKETS AND PACKETS CONSISTING OF LITERATURE FOR THE BLIND.

Condition of posting

" 25. Every commercial packet, printed packet, sample packet, small packet, and packet consisting of literature for the blind, shall be subject to examination in the post, and subject to the provisions of this Warrant, shall not contain anything sealed or otherwise closed against inspection, or contain or bear anything in the nature of a current or personal correspondence."

7. Paragraph (1) of Regulation 41 of the Principal Warrant is hereby amended by the substitution for " postal packet (except a magazine for Canada) " of " postal packet."

8. Paragraph (11) of Regulation 3, Regulation 8, paragraph (4) of Regulation 27 and Regulations 30, 31, 32, 33, 34 and 35 of the Principal Warrant are hereby revoked.

9. Paragraph (1) of Regulation 5 of the Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ) is hereby amended by the substitution for " 9d." of " 1s. 0d."

10. The Foreign Post Amendment (No. 5) Warrant, 1957 ( S.I. No. 58 of 1957 ), is hereby amended as follows :

(i) subparagraph (e) of paragraph (2) of Regulation 4 shall be revoked ;

(ii) in Regulation 5 for " 2d." in both places where that amount is mentioned and for " 1d." there shall be substituted respectively " 3d." and " 1½d."

11. The entries in the First, Second and Third Schedules to this Warrant are hereby respectively substituted for the entries in the First, Second and Fourth Schedules to the Principal Warrant (inserted therein by Regulation 19 of the Foreign Post Amendment (No. 6) Warrant, 1959).

3. Express postal packet--outgoing

A fee not exceeding 1s. 6d. as may be prescribed.

Express postal packet--incoming

At the scale of fees in force for express delivery of Inland postal packets.

4. Ordinary registration

A fee of 1s. 0d. per packet.

Late-Fee registration

A fee (in addition to the ordinary registration fee) not exceeding 6d. as may be prescribed.

A fee of 6d. per registered postal-packet.

A further fee of 6d. for each air mail transmission of the advice of delivery form.

EXPLANATORY NOTE.

This Warrant applies to the Foreign Post service and comes into operation on the 1st June, 1964. It authorises increases in the postage rates for letters, postcards, printed packets, printed packets (reduced rate), bulk consignments of printed matter, commercial packets, sample packets, small packets and insured boxes ; in fees for express, registration and insurance services ; and in the fee for advice of delivery of outgoing registered and insured packets. It also authorises abolition of special rates of postage for magazines to Canada.
