The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) and as respects article 7 after consultation with the Commissioner of the Garda Síochána and the road authority concerned and as respects article 5 on the application of the said Commissioner hereby makes the following Regulations:-- |

Citation. | ||
1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Roscommon) Regulations, 1967. |
||
Commencement. | ||
2. These Regulations shall come into operation on the 1st day of February, 1968. |
||
Interpretation. | ||
3. In these Regulations save where the context otherwise requires |
||
"the Act" means the Road Traffic Act, 1961 ; |
||
"road" means a public road; |
||
"perimeter road" means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town; |
||
"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act; |
||
"distance" means distance as measured along the centre line of a road. |
||
Built-up area speed limit. | ||
4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act. |
||
(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act. |
||
Special speed limit. | ||
5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations. |
||
Exceptions. | ||
6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:-- |
||
(a) ambulances, |
||
(b) fire brigade vehicles, and |
||
(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members. |
||
Revocation. | ||
7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County of Roscommon are hereby revoked. |
||
FIRST SCHEDULE |
||
Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 . |
||
1. The following roads in the town of Boyle:-- |
||
(a) The Copse Road, The Boherboy Road, The Abbeytown Road, The Sligo--Carrick-on-Shannon road. |
||
(b) The Roscommon Road for a distance of 95 yards from the point where the town boundary intersects the eastern side of the road. |
||
(c) The Felton Road between the point where the town boundary intersects the southern side of the road and a point 20 yards west of its junction with Station Road. |
||
(d) Chapel Street and its continuation as the Tobercurry Road between the town boundary and a point 170 yards south-west of the junction of Chapel Street with the Mocmoyne Road. |
||
(e) The Mocmoyne Road and its continuation as the Ballymote Road for a distance of 700 yards from the point where the town boundary intersects the northern side of the road. |
||
(f) The road connecting the Ballymote Road with the Tobercurry Road. |
||
(g) The Easkey Road between the town boundary and a point 140 yards south-east of its junction with the Copse Road. |
||
(h) Shelling Hill or Military Road for a distance of 50 yards from its junction with the Sligo--Carrick-on-Shannon Road. |
||
(i) Carrick Road for a distance of 60 yards from its junction with the Sligo--Carrick-on-Shannon road. |
||
2. The following roads in the town of Roscommon:-- |
||
(a) Lisnamult Road. |
||
(b) The Ballybride Road between the point where the town boundary intersects the southern side of the road and a point 25 yards south-west of the point where the said boundary intersects the northern side of the road. |
||
(c) The County Home Road between the town boundary and a point 50 yards south east of its junction with Circular Road. |
||
(d) The Athlone Road between the town boundary and a point 50 yards south-east of its junction with Circular Road. |
||
SECOND SCHEDULE |
||
Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 . |
||
1. The following roads at Athleague:-- |
||
(a) The Roscommon-Galway road between a point 220 yards north-east of its junction with the Athlone Road and a point 60 yards south of its junction with the Castlecoote Road. |
||
(b) The Athlone Road for a distance of 240 yards from its junction with the Roscommon-Galway road. |
||
(c) The Castlecoote Road between its junction with the Roscommon-Galway road and a point 90 yards north-west of its junction with the Rookwood Road. |
||
(d) The Rookwood Road for a distance of 40 yards from its junction with the Castlecoote Road. |
||
2. The following roads at Ballaghaderreen:-- |
||
All roads in the area enclosed by a line commencing at a point on the Frenchpark Road 220 yards south-east of its junction with the Circular Road and drawn thence in straight lines successively to the following points:-- |
||
(a) a point on the Circular Road 100 yards north-west of its junction with Aughalustia Road. |
||
(b) a point on the Castlerea or Ballyhaunis Road 100 yards south-east of its junction with Main Street. |
||
(c) a point on the Convent Road 150 yards north-west of its junction with Main Street. |
||
(d) a point on the Charlestown Road 400 yards north-west of its junction with Main Street. |
||
(e) a point on the Boherbee Road 100 yards north-west of its junction with Pound Street. |
||
(f) the northernmost point of D'Alton Terrace. |
||
(g) a point on the Sligo Road 745 yards from the junction of Pound Street with Market Square. |
||
and from the last-mentioned point in a straight line to the commencement point on the Frenchpark Road. |
||
3. The following roads at Ballinlough:-- |
||
(a) The Castlerea-Ballyhaunis road between a point 30 yards east of its junction with the Carraghs Road and a point 255 yards north west of its junction with the Station Road. |
||
(b) The Station Road for a distance of 155 yards from its junction with the Castlerea-Ballyhaunis road. |
||
(c) Glynn Street and its continuation as the Williamstown Road for a distance of 200 yards from the junction of Glynn Street with the Castlerea-Ballyhaunis road. |
||
4. The following roads at Ballyleague:-- |
||
(a) The Roscommon-Longford road for a distance of 450 yards from the boundary between the counties of Roscommon and Longford at Lanesborough Bridge. |
||
(b) The Scramoge Road for a distance of 70 yards from its junction with the Roscommon-Longford road |
||
5. The following roads at Carrick-on-Shannon:-- |
||
(a) Beirne's Lane, Cortober Road, Liberty Hill. |
||
(b) The Sligo-Longford road for a distance of 440 yards from the boundary between the counties of Roscommon and Leitrim at Carrick-on-Shannon Bridge. |
||
(c) The Elphin Road for a distance of 210 yards from its junction with the Sligo-Longford road. |
||
6. The following roads at Castlerea:-- |
||
All roads in the area enclosed by a line commencing at a point on the Ballintober Road 70 yards south-east of its junction with Church Road and drawn thence in straight lines successively to the following points; |
||
(a) a point on the Roscommon Road 100 yards south-east of its junction with Church Road. |
||
(b) a point on Arm Road 20 yards west of the centre line of the bridge over the River Suck. |
||
(c) a point on the Ballindrumlea Road 210 yards north-east of its junction with Main Street, |
||
and from the last-mentioned point in a straight line to the commencement point on the Ballintober Road. |
||
7. The following roads at Elphin:-- |
||
(a) Back Lane, Church Lane, Chapel Street, Main Street. |
||
(b) New Street for a distance of 230 yards from its junction with Main Street. |
||
(c) The Bellanagare Road for a distance of 190 yards from its junction with Windmill Road. |
||
(d) Windmill Road for a distance of 220 yards from its junction with Chapel Street. |
||
(e) The Palace Road for a distance of 250 yards from its junction with Main Street. |
||
(f) Castle Street for a distance of 175 yards from its junction with the Palace Road. |
||
8. The following roads at Knockcroghery:-- |
||
(a) The Roscommon-Athlone road between a point 305 yards north-west of its junction with the Rahara Road and a point 485 yards south-east of the said junction. |
||
(b) The Rahara Road for a distance of 50 yards from its junction with the Roscommon-Athlone road. |
||
9. The following roads adjacent to the town of Roscommon:-- |
||
(a) Circular Road, Castle Street. |
||
(b) The Galway Road for a distance of 75 yards from the boundary of the town of Roscommon. |
||
(c) The Ballybride Road for a distance of 25 yards from the point where the boundary of the town of Roscommon intersects the northern side of the road. |
||
(d) The Castlerea Road for a distance of 25 yards from its junction with the Boyle Road. |
||
(e) The Boyle Road for a distance of 50 yards from its junction with the Castlerea Road. |
||
(f) The Derrane Road for a distance of 100 yards from its junction with Circular Road. |
||
(g) The Lanesborough Road for a distance of 170 yards from the boundary of the town of Roscommon. |
||
(h) The Antogher Road where the said road is a perimeter road. |
||
10. The following roads at Strokestown:-- |
||
(a) Bawn Street, The Circular Road. |
||
(b) The Longford-Ballina road between a point 50 yards north of its junction with the Roscommon Road and a point 40 yards east of its junction with the Clashaganny Road. |
||
(c) Elphin Street and its continuation as the Elphin Road between the junction of Elphin Street with Bawn Street and a point 175 yards south of the junction of the Elphin Road with the Drumsna Road. |
||
THIRD SCHEDULE |
||
Roads in respect of which a special speed limit of 40 m.p.h. is prescribed. |
||
1. The following roads adjacent to the Urban District of Athlone:-- |
||
(a) St. Coman's Park. |
||
(b) The Galway Road for a distance of 340 yards from the point where the boundary of the Urban District of Athlone intersects the north-western side of the road. |
||
(c) The Tuam Road for a distance of 150 yards from its junction with the Galway Road. |
||
2. The following road at Ballyleague:-- |
||
The Roscommon-Longford road between a point 450 yards west of the boundary between the counties of Roscommon and Longford at Lanesborough Bridge and a point 1,100 yards west of the said boundary. |
||
3. The following roads in and adjacent to the town of Boyle:-- |
||
(a) The Roscommon Road between a point 95 yards north-west of the point where the boundary of the town of Boyle intersects the eastern side of the road and a point 340 yards south-east of the point where the said boundary intersects the western side of the road. |
||
(b) The Mocmoyne Road and its continuation as the Ballymote Road between a point 700 yards from the point where the boundary of the town of Boyle intersects the northern side of the Ballymote Road and a point 10 yards east of the junction of the Mocmoyne Road with the Copse Road. |
||
(c) The Sligo--Carrick-on-Shannon road between a point 490 yards south of the point where the boundary of the town of Boyle intersects the eastern side of the Boyle-Sligo road and a point 110 yards west of the point where the said boundary intersects the northern side of the Boyle-Carrick-on-Shannon road. |
||
(d) Shelling Hill or Military Road for a distance of 50 yards from its junction with the Sligo-Carrick-on-Shannon road. |
||
(e) Carrick Road for a distance of 60 yards from its junction with the Sligo--Carrick-on-Shannon road. |
||
4. The following roads at Castlerea:-- |
||
(a) St. Leger Terrace, Workhouse Site Road. |
||
(b) Arm Road and its continuation as the Ballinlough Road between a point 20 yards west of the centre line of the bridge over the River Suck and a point 650 yards west of the said bridge. |
||
(c) The Ballintober Road between a point 70 yards south-east of its junction with Church Road and a point 270 yards north-west of its junction with the Longford Road. |
||
(d) The Ballindrumlea Road between a point 210 yards north-east of its junction with Main Street and a point 990 yards north-east of the said junction. |
||
(e) The Termon Road for a distance of 50 yards from its junction with the Ballindrumlea Road. |
||
5. The following roads at Cloonfad:-- |
||
(a) The Ballyhaunis-Dunmore road between a point 100 yards north-west of its junction with the Claremorris-Williams- town road and a point 300 yards south-east of the said junction. |
||
(b) The Claremorris-Williamstown road between a point 100 yards west of its junction with the Ballyhaunis-Dunmore road and a point 150 yards east of the said junction. |
||
6. The following road at Drumsna:-- |
||
The Sligo-Dublin road for a distance of 80 yards from the boundary between the counties of Roscommon and Leitrim at Drumsna Bridge. |
||
7. The following roads adjacent to the town of Roscommon:-- |
||
(a) The Galway Road between a point 75 yards south-west of the boundary of the town of Roscommon and a point 875 yards south-west of the said boundary. |
||
(b) The Castlerea Road between a point 25 yards north-west of its junction with the Boyle Road and a point 325 yards north-west of the said junction. |
||

EXPLANATORY NOTE |
||
These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of Roscommon and alter the speed limits applicable to certain roads in this area. |
||
The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit. |
||
The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule for all mechanically propelled vehicles. |
||
Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations. |
