The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) amended as regards the said section 46 by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations : -- |

Citation. | ||
1. These Regulations may be cited as the Road Traffic Speed Limits) (County of Wicklow) Regulations, 1968. |
||
Commencement. | ||
2. These Regulations shall come into operation on the 1st day of November, 1968. |
||
Interpretation. | ||
3. In these Regulations save where the context otherwise requires |
||
"the Act" means the Road Traffic Act, 1961 ; |
||
"road" means a public road; |
||
"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act; |
||
"distance" means distance as measured along the centre line of a road. |
||
Built-up area speed limit. | ||
4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act. |
||
(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act. |
||
Special speed limit. | ||
5. (1) Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations. |
||
(2) Fifty miles per hour shall be the speed limit for mechanically propelled vehicles on the road specified in the Fourth Schedule to these Regulations. |
||
Exceptions. | ||
6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following :-- |
||
(a) ambulances, |
||
(b) fire brigade vehicles and |
||
(c) vehicles used by members of the Garda Síochána in the performance of their duties as such members. |
||
Revocation. | ||
7. Articles 5 and 6 of the Road Traffic (Speed Limits) Regulations, 1963 ( S.I. No. 18 of 1963 ) in so far as they relate to roads in the County of Wicklow are hereby revoked. |
||
FIRST SCHEDULE |
||
ROADS DECLARED NOT TO BE PUBLIC ROADS IN A BUILT-UP AREA FOR THE PURPOSES OF SECTION 45 of THE ROAD TRAFFIC ACT, 1961 . |
||
1. The following roads in the Urban District of Arklow : -- |
||
(a) Cemetery Road, Ballyraine Hill, the roads in the Templerainey Park Housing Scheme. |
||
(b) The Dublin Road between the Urban District boundary and a point 70 yards north-west of its junction with the Sea Road. |
||
(c) The Wexford Road between the Urban District boundary and a point 955 yards north of the said boundary. |
||
(d) The Coolgreaney Road for a distance of 1,020 yards from the Urban District boundary. |
||
(e) The Woodenbridge Road for a distance of 870 yards from the Urban District boundary. |
||
2. The following roads in the Urban District of Bray : -- |
||
(a) The Upper Dargle or Wexford Road between the Urban District boundary and a point 10 yards south-west of its junction with the Lower Dargle Road. |
||
(b) Herbert Road between the Urban District boundary and a point 40 yards south-west of its junction with King Edward Road. |
||
3. The following roads in the Urban District of Wicklow :-- |
||
(a) The Ballinavarney or Rocky Road. |
||
(b) The Bollarney or Rathnew main road for a distance of 800 yards from the Urban District boundary. |
||
(c) Church Road for a distance of 250 yards from its junction with the Bollarney or Rathnew main road. |
||
(d) The Back Road to Rathnew via Broomhall. |
||
(e) The Marlton Road between the Urban District boundary and a point 170 yards from its junction with the Bollarney or Rathnew main road. |
||
(f) St. Patrick's Road between the Urban District boundary and a point 30 yards south of its junction with St. Laurence Road. |
||
(g) Convent Road for a distance of 570 yards from the Urban District boundary. |
||
(h) The Greenhill Road between the Urban District boundary and a point 180 yards south-east of its junction with Convent Road. |
||
(i) The Dunbur or Silver Strand Road for a distance of 380 yards from the Urban District boundary. |
||
SECOND SCHEDULE |
||
ROADS DECLARED TO BE PUBLIC ROADS IN A BUILT-UP AREA FOR THE PURPOSES OF SECTION 45 of THE ROAD TRAFFIC ACT, 1961 . |

1. The following roads at Aughrim :-- |
||
(a) The Station Road. |
||
(b) The Rathdrum Road between Aughrim Three Roads and a point 35 yards north-west of Tinnakilly Bridge. |
||
(c) The Tinahely Road for a distance of 130 yards from Aughrim Three Roads. |
||
(d) The Rednagh Road for a distance of 490 yards from Aughrim Three Roads. |
||
(e) The Barrack Road for a distance of 50 yards from its junction with the Rathdrum Road. |
||
2. The following roads at Baltinglass :-- |
||
(a) Church Lane, Market Square, Parkmore Cottages Roads. |
||
(b) The Dublin-Tullow road between a point 380 yards north of its junction with Belan Street and a point 300 yards south of the said junction. |
||
(c) Belan Street for a distance of 330 yards from its junction with the Dublin-Tullow road. |
||
(d) The Ballytore Road for a distance of 30 yards from its junction with Belan Street. |
||
(e) Main Street and the road connecting it with the Dublin-Tullow road. |
||
(f) Chapel Hill for a distance of 165 yards from its junction with Weavers Square. |
||
(g) Weavers Square and its continuation as the Kiltegan Road for a distance of 970 yards from the junction of Weavers Square with Chapel Hill. |
||
3. The following roads at Blessington :-- |
||
(a) The New Cottages Road, Rocky Pool Villas, the Old Road to Blessington Bridge or Millbank. |
||
(b) The Dublin-Baltinglass road between a point 950 yards north-east of its junction with the Kilbride Road and a paint 400 yards south-west of the said junction. |
||
(c) The Kilbride Road for a distance of 430 yards from its junction with the Dublin-Baltinglass road. |
||
(d) The Naas Road for a distance of 80 yards from its junction with the Dublin-Baltinglass road. |
||
(e) The Burgage Road for a distance of 250 yards from its junction with the Dublin-Baltinglass road. |
||
(f) The road leading in a westerly direction from the Dublin-Baltinglass road at a point approximately 350 yards north-east of the junction of the Dublin-Baltinglass road with the Kilbride Road. |
||
4. The following roads adjacent to the Urban District of Bray:-- |
||
(a) Avondale Park. |
||
(b) The Old Court or Soldiers Road. |
||
(c) Killarney Lane for a distance of 150 yards from its junction with Killarney Road. |
||
(d) The Boghall Road for a distance of 1,500 yards from its junction with the Vevay or Greystones Road. |
||
(e) The Vevay or Greystones Road for a distance of 150 yards from the boundary of the Urban District of Bray. |
||
(f) Killanney Road for a distance of 40 yards from the point where the boundary of the Urban District of Bray intersects the north-western side of the road. |
||
5. The following roads at Carnew :-- |
||
(a) The Shillelagh-Carnew-Gorey road between a point 400 yards north-west of its junction with Coolattin Row and a point 75 yards south-west of its junction with the Aughrim Road. |
||
(b) Coolattin Row for a distance of 300 yards from its junction with the Shillelagh-Carnew-Gorey road. |
||
(c) The road leading eastwards from Coolattin Row at a point approximately 220 yards from the junction of Coolattin Row with the Shillelagh-Carnew-Gorey road. |
||
(d) Mill Lane for a distance of 220 yards from its junction with the Shillelagh-Carnew-Gorey road. |
||
6. The following roads at Enniskerry :-- |
||
All roads in the area enclosed by a line commencing at a point on Monastery Road 95 yards north of the centre line of Enniskerry Bridge and drawn thence in straight lines successively to the following points :-- |
||
(a) a point on the Bray Road 90 yards east of its junction with Monastery Road, |
||
(b) a point on Church Hill 50 yards south of its junction with the Forge Road, |
||
(c) a point on the Kilgarran Road 140 yards west of its junction the Dublin Road, |
||
(d) a point on the Dublin Road 260 yards north-west of its junction with the Kilgarran Road |
||
and from the last mentioned point in a straight line to the commencement point on Monastery Road. |
||
7. The following roads at Greystones :-- |
||
(a) The roads in Grattan Park Housing Scheme. |
||
(b) All roads (other than the Greystones-Killincarrig road southwards from a point 185 yards south of its junction with Killincarrick Road) which lie in an area enclosed by a line commencing at the point where the boundary between the townlands of Rathdown Upper and Rathdown Lower meets the High Water Mark and drawn thence in a general southerly direction along the High Water Mark to a point where the said Mark meets the boundary between the townlands of Killincarrig and Ballynerrin and thence in straight lines successively to the following points :-- |
||
(a) the southwesternmost point of Manor Avenue, |
||
(b) the western end of Whitshed Road, |
||
(c) a point on the eastern edge of the Blacklion-Killincarrig road 140 yards south of its junction with Church Lane, |
||
(d) a point on the western edge of the Blacklion-Kindlestown Lower road 500 yards south-west of its junction with the Bray Road, |
||
(e) a point on the Bray Road 370 yards north of its junction with Rathdown Road |
||
and from the last-mentioned point in a straight line to the commencement point. |
||
8. The following roads at Kilcoole :-- |
||
(a) The Greystones-Wicklow road between a point 600 yards north of its junction with the Kilcoole Station Road and a point 160 yards south of the said junction. |
||
(b) The road leading westward from the Greystones-Wicklow road at a point approximately 120 yards south of the junction of the Greystones-Wicklow road with the Kilcoole Station Road. |
||
9. The following roads at Roundwood :-- |
||
(a) The Laragh-Bray road between a point 155 yards south-west of its junction with the Rathdrum or Wicklow Road and a point 70 yards north-east of its junction with the Lough Dan Road. |
||
(b) The Rathdrum or Wicklow Road for a distance of 110 yards from its junction with the Laragh-Bray road. |
||
10. The following roads at Shillelagh :-- |
||
(a) Church Lane. |
||
(b) The Tullow-Carnew road between its intersection by the common boundary of the townlands of Ballard and Ballynultagh and a point 30 yards east of its junction with Quarry Street. |
||
(c) The Clonegal Road for a distance of 240 yards from its junction with the Tullow-Carnew road. |
||
(d) Quarry Street for a distance of 450 yards from its junction with the Tullow-Carnew road. |
||
11. The following roads at Tinahely :-- |
||
(a) Market or Dwyer Square, Bridge Street. |
||
(b) Barton Street and its continuation as the Shillelagh Road for a distance of 280 yards from the junction of Barton Street with Market or Dwyer Square. |
||
(c) Kevin or Main Street and its continuation as the Hacketstown Road for a distance of 300 yards from the junction of Kevin or Main Street with Market or Dwyer Square. |
||
(d) The New Aughrim Road for a distance of 70 yards from its junction with Bridge Street. |
||
(e) The Old Aughrim Road for a distance of 60 yards from its junction with Bridge Street |

THIRD SCHEDULE |
||
ROADS IN RESPECT OF WHICH A SPECIAL SPEED LIMIT OF 40 MILES PER HOUR IS PRESCRIBED. |
||
1. The following roads in and adjacent to the Urban District of Arklow :-- |
||
(a) Monument Lane. |
||
(b) The Dublin Road between a point 5 yards south of the point where the boundary of the Urban District of Arklow intersects the eastern side of the road and a point 70 yards north-west of the junction of the said road with the Sea Road. |
||
(c) The roads in the Templerainey Park Housing Scheme. |
||
(d) The Wexford Road between a point 955 yards north of the boundary of the Urban District of Arklow and a point 700 yards north of the said boundary. |
||
2. The following road at Ashford :-- |
||
The Dublin-Wicklow road between a point 260 yards north of its junction with the Roundwood Road and a point 725 yards south of the said junction. |
||
3. The following road in and adjacent to the Urban District of Bray :-- |
||
The Upper Dargle or Wexford Road between a point 10 yards south-west of its junction with the Lower Dargle Road and a point 175 yards south-west of the boundary of the Urban District of Bray. |
||
4. The following roads at Carnew :-- |
||
(a) The Terrace. |
||
(b) The Shillelagh-Carnew-Gorey road between a point 75 yards south-west of its junction with the Aughrim Road and a point 320 yards east of the said junction. |
||
(c) The Aughrim Road for a distance of 120 yards from its junction with the Shillelagh-Carnew-Gorey road. |
||
5. The following roads at Greystones :-- |
||
(a) The Greystones-Killincarrig road between a point 185 yards south of its junction with Killincarrick Road and a point 650 yards south-west of the said junction. |
||
(b) The Blacklion-Killincarrig road between a point 140 yards south of its junction with Church Lane and a point 490 yards south of the said junction. |
||
6. The following road at Newtownmountkennedy :-- |
||
The Dublin-Wicklow road between a point 630 yards north of its junction with the Kilcoole Road and a point 415 yards south of the said junction. |

FOURTH SCHEDULE |
||
ROADS IN RESPECT OF WHICH A SPECIAL SPEED LIMIT OF 50 MILES PER HOUR IS PRESCRIBED. |

The following road at Newtownmountkennedy :-- |

The Dublin-Wicklow road between a point 415 yards south of its junction with the Kilcoole Road and a point 15 yards northwest of its junction with the Newcastle Road. |

EXPLANATORY NOTE. |
||
These Regulations replace the Road Traffic (Speed Limits) Regulations, 1963 and 1965, in their application to the County of Wicklow and alter the speed limits applicable to certain roads in this area. |
||
The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by Section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit. |
||
The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule and a speed limit of 50 miles per hour in respect of the road mentioned in the Fourth Schedule for all mechanically propelled vehicles. |
||
Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations. |
