FOREIGN POST AMENDMENT (No. 10) WARRANT, 1969.

FOREIGN POST AMENDMENT (No. 10) WARRANT, 1969.

I, PATRICK JOSEPH LALOR, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by sections 2 , 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), hereby order as follows :

1. (1) This Warrant may be cited as the Foreign Post Amendment (No. 10) Warrant, 1969.

(2) This Warrant shall come into operation on the 1st day of August, 1969.

2. In this Warrant " the Principal Warrant " means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

3. The Principal Warrant shall be amended by :

(a) the substitution of the following Regulation for Regulation 9--

" 9. An outward postal packet consisting of literature for the blind shall be transmitted by post without charge in accordance with the relevant provisions of the First Schedule to this Warrant.";

(b) the substitution in Regulation 56 of " any postal packets other than letters, those packets " and " any despatch or delivery " for " postal packets of any other description " and " the despatch or delivery next " respectively; and

(c) the substitution for the entry numbered 6 in the First Schedule (inserted by Regulation 4 of the Foreign Post Amendment (No. 9) Warrant, 1968 ( S.I. No. 263 of 1968 )) of the entry in the Schedule to this Warrant.

EXPLANATORY NOTE.

This Warrant applies to the Foreign Post service and comes into operation on the 1st August, 1969. It provides for:

(a) the transmission by post without charge of literature for the Blind,

(b) the removal of the restriction on the power to defer postal packets, other than letters, only until the next despatch or delivery following that by which they would ordinarily be sent, where the despatch or delivery of letters might otherwise be delayed.
