S.I. No. 154/1971:

UNEMPLOYMENT ASSISTANCE (EMPLOYMENT PERIOD) (AMENDMENT) ORDER, 1971.

UNEMPLOYMENT ASSISTANCE (EMPLOYMENT PERIOD) (AMENDMENT) ORDER, 1971.

I, JOSEPH BRENNAN, Minister for Social Welfare, in exercise of the powers conferred on me by sections 4 (3) and 7 (1) of the Unemployment Assistance Act, 1933 (No. 46 of 1933), and the Social Welfare (Transfer of Departmental Administration and Ministerial Functions) (No. 1) Order, 1947 (S.R. & O., No. 18 of 1947), hereby order as follows :

1. This Order may be cited as the Unemployment Assistance (Employment Period) (Amendment) Order, 1971.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Order.

3. Article 3 of the Unemployment Assistance (Employment Period) (No. 2) Order, 1971 ( S.I. No. 142 of 1971 ), is hereby amended by the substitution of the following for Regulation II:

"II. Regulation I of these regulations shall not apply to any man who has no dependant and who–

(a) is fifty or more years of age, or

(b) resides in a house owned by the corporation of a county or other borough or the council of an urban district or the commissioners of a town, situate outside such county or other borough, urban district or town, or

(c) resides on an island mentioned in Regulation IIA of these regulations.

IIA. The islands referred to in Regulation II of these regulations are the following:

County Islands
CLARE Canon, Coney, Green, Inishloe, Inishmacowney, Inishmore (or Deer), Saints'
CORK Bear, Clear, Dursey, Inishodriscol (or Hare), Long, Ringarogy, Sherkin, Whiddy.
DONEGAL Aran, Aughnish, Cruit, Gola, Inishbofin, Inishfree Upper, Inishmeane, Island Roy, Owey, Rutland (or Inishmacadurn), Tory.
DUBLIN Lambay.
GALWAY Annaghvaan, Dinish, Finish, Furnace, Gorumna, Illaunmore, Inchaghaun, Inchamakinna, Inishbarra, Inishbofin, Inisheer, Inisheltia, Inisherk, Inishmaan, Inishmore, Inishnee, Inishtravin, Inishturk, Island Eddy, Lettermore, Lettermullan, Mweenish, Omey, Rossroe, Rusheennacholla, Turbot.
KERRY Beginish, Carrig, Dinish, Rossmore, Samphire, Tarbert, Valencia.
MAYO Achill, Annagh, Clare, Clynish, Illanataggart, Inishbiggle, Inishcottle, Inishgort, Inishlyre, Inishnakillew, Inishturk, Knockycahillaun, Roman.
SLIGO Dernish, Inishmulclohy (or Coney Island)."

EXPLANATORY NOTE.

The Unemployment Assistance (Employment Period) (No. 2) Order, 1971, ( S.I. No. 142 of 1971 ) excludes from unemployment assistance during the period from 14 April, 1971 to 16 November, 1971, men who have no dependants and who are resident in non-municipal towns and rural areas with the exception of those resident in houses owned by the local authority of a town having local government. The effect of the present amendment Order is to provide for additional exceptions, viz., men, without dependants, who (i) are aged fifty or over or (ii) are resident on coastal islands. These two classes of men without dependants will thus no longer be excluded from unemployment assistance during the Employment Period.
