FOREIGN PARCEL POST AMENDMENT (No. 8) WARRANT, 1971.

FOREIGN PARCEL POST AMENDMENT (No. 8) WARRANT, 1971.

I, GERARD COLLINS, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by sections 2 , 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and with the consent of the Minister for Finance, hereby order as follows :

1. (1) This Warrant may be cited as the Foreign Parcel Post Amendment (No. 8) Warrant, 1971.

(2) This Warrant shall come into operation on the 1st day of July, 1971.

2. In this Warrant " the Principal Warrant " means the Foreign Parcel Post Warrant, 1953 ( S.I. No. 418 of 1953 .).

3. Regulation 5 (4) (c) of the Principal Warrant is hereby amended by the addition of " other than one exchanged between any of the following, namely, the sender of the parcel, the addressee of the parcel or any other person who resides with either of them ".

4. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 9 of the Foreign Parcel Post Amendment (No. 4) Warrant, 1959 ( S.I. No. 48 of 1959 )) of the entries in the First Schedule to this Warrant.

5. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 3 of the Foreign Parcel Post Amendment (No. 7) Warrant, 1971 ( S.I. No. 33 of 1971 )) of the entries in the Second Schedule to this Warrant.

6. The Third Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of the Foreign Parcel Post Amendment (No. 7) Warrant, 1971) of the entries in the Third Schedule to this Warrant.

7. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 5 of the Foreign Parcel Post Amendment (No. 7) Warrant, 1971) of the entries in the Fourth Schedule to this Warrant.

FIRST SCHEDULE.

"Maximum Dimensions:

Length, 3 ft. 6 ins. ; length and girth combined, 6 ft. 7 ins, (The girth to be measured round the thickest part).

Minimum Dimensions :

Length, 5½ ins.; width 3½ ins. In roll form, length and twice diameter, 6¾ ins. ; greatest dimension, not less than 4 ins. Items with a size less than the minimum are admitted if they bear a rectangular address label of cardboard or strong paper of which the two adjacent sides measure together not less than 6¾ ins. and the smaller side is not less than 2¾ ins.

EXPLANATORY NOTE.

This Warrant, which comes into operation on 1st July, 1971, gives effect to changes in the foreign parcel post consequent upon decisions taken at the Universal Postal Union Congress of Tokyo, 1969.

The Principal changes are:

(a) the removal of the prohibition on the enclosure in a parcel of any letter or other document in the nature of a current personal communication. Such communications are now permitted between the sender of the parcel, the addressee and any other person residing with either,

(b) the outgoing express delivery fee is increased from 9p to 22p,

(c) the limits of compensation payable in respect of uninsured parcels are increased as follows :--

(d) the scale of compensation for insured parcels has been adjusted to steps of £16 instead of the former £14 steps generally. The maximum compensation payable remains at £400.

The maximum postage which may be charged is increased from £4 to £6 for a parcel sent by surface mail and from £1 to £1.50 per ½ lb for an air mail parcel.
