ROAD TRAFFIC (SIGNS) (AMENDMENT) (NO. 2) REGULATIONS, 1979. |

The Minister for the Environment in exercise of the powers vested in him by section 5 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 95 of the said Act as amended by section 6 of the Road Traffic Act, 1968 (No. 26 of 1968) hereby makes the following Regulations:-- |
||
1. (1) These Regulations may be cited as the Road Traffic (Signs) (Amendment) (No. 2) Regulations, 1979. |
||
(2) These Regulations shall be construed together as one with the Road Traffic (Signs) Regulations, 1962 to 1979 and the expression "The Road Traffic (Signs) Regulations, 1962 to 1979", shall include these Regulations. |
||
2. In these Regulations-- |
||
"The Principal Regulations" means the Road Traffic (Signs) Regulations, 1962 ( S.I. No. 171 of 1962 ). |
||
"Pedestrian crossing complex" means a section of a roadway consisting of a pedestrian crossing and parts of the roadway on each side of the pedestrian crossing, the section being marked with the roadway markings to indicate a pedestrian crossing and with the roadway markings referred to in article 3 of these Regulations. |
||
3. The roadway markings to indicate a pedestrian crossing complex and to indicate that, within a pedestrian crossing complex,-- |
||
( a ) a pedestrian shall not be on any part of the roadway other than the pedestrian crossing, |
||
( b ) the driver of a vehicle shall not park the vehicle, and |
||
( c ) save to yield right of way to a pedestrian on the pedestrian crossing, the driver of a vehicle shall not stop the vehicle unless required to do so in the course of traffic, |
||
shall consist of the markings to indicate a pedestrian crossing together with a pattern of white lines at each side of the pedestrian crossing the dimensions and design of which shall be as set out in the First Schedule to these Regulations. |
||
4. The First Schedule to the Principal Regulations is hereby amended by-- |
||
( a ) (i) the addition to paragraph (j) of Part II after the words "sign (No. 202)" of the words "and, where either sign No. 116B or sign No. 116C is used, that the major road is a dual carriageway", |
||
(ii) the addition to Part II after Sign No. 116A of signs No. 116B and No. 116C as set out in the Second Schedule to these Regulations, |
||
( b ) the addition in paragraph 5 of Part V after "sign 116A" of the words "or 116C" and after "Sign 116" of the words "or 116B", |
||
( c ) the addition to part V of the following paragraph:-- |
||
"6. Signs 116B and 116C may be accompanied by a rectangular plate which may be placed below the sign and on which is shown in black letters on a white ground the words "Dual Carriageway Junction".", |
||
( d ) the substitution in Part VI of "204 to 217" for "204 to 215" and |
||
( e ) the addition to Part VI of the following paragraph:-- |
||
"12. Where sign 202 is used at the entrance to a dual carriageway, it may be accompanied by a rectangular plate which shall be placed below the sign and on which is shown in black letters on a white ground the message-"Caution Dual Carriageway".". |
||

EXPLANATORY NOTE |
||
The Regulations amend the Road Traffic (Signs) Regulations 1962-1979, to provide for the use of new roadway markings to indicate a "Pedestrian Crossing Complex", and also for warning signs for use on appropriate minor roads to indicate that a junction ahead is a junction with a dual carriage way. The Regulations further provide that where such a warning sign is used it may be accompanied by a plate bearing the message, "Dual Carriageway Junction" and that where a "stop" sign is used at such a junction it may be accompanied by a plate bearing the message "Caution Dual Carriageway". |
