ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF WESTMEATH) REGULATIONS, 1981.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:--

Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Westmeath) Regulations, 1981.

Commencement.

2. These Regulations shall come into operation on the 2nd day of November, 1981.

Interpretation.

3. In these Regulations save where the context otherwise requires “the Act” means the Road Traffic Act, 1961 ;

“road” means a public road;

“special speed limit” and “built-up area speed limit” have the meanings respectively assigned to them in Part IV of the Act;

“distance” means distance as measured along the centre line of a road.

Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

Exceptions

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:--

(a) ambulances,

(b) fire brigade vehicles, and

(c) vehicles used by members of the Garda Síochána, in the performance of their duties as such members.

Revocation.

7. The Road Traffic (Speed Limits) (County of Westmeath) Regulations, 1977 ( S.I. No. 270 of 1977 ) are hereby revoked.

FIRST SCHEDULE.

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Athlone:--

(a) The Doovoge Road, The Carrickobreen Road.

(b) The Clonown Road for a distance of 489 metres from the urban district boundary.

(c) The Galway Road between the urban district boundary and a point 22 metres north-east of its easternmost junction with St. Coman's Park.

(d) The Golden Island Road for a distance of 270 metres from the urban district boundary.

2. The following roads in the town of Mullingar:--

(a) The Castlepollard Road.

(b) The Kilbeggan Road for a distance of 70 metres from the town boundary.

(c) The Dublin Road between the point where the town boundary intersects the northern side of the road and a point 460 metres east of its junction with the Delvin Road.

(d) The Longford Road between the town boundary and a point 128 metres north-west of its junction with the Green Road.

(e) Ashe Road for a distance of 484 metres from the town boundary.

(f) The Athlone Road for a distance of 109 metres from the town boundary.

(g) The Racecourse Road for a distance of 470 metres from the point where the town boundary intersects the northern side of the road.

SECOND SCHEDULE.

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads adjacent to the Urban District of Athlone:--

(a) The One-Mile Round Road, Garrycastle Housing Estate Roads.

(b) The Coosan Road West for a distance of 183 metres from the boundary of the urban district of Athlone.

(c) The Coosan Point Road for a distance of 46 metres from the boundary of the urban district of Athlone.

(d) The Moydrum Road for a distance of 1,6105 metres from the boundary of the urban district of Athlone.

(e) The part of the road along the boundary of the urban district of Athlone connecting the Moydrum Road with the Dublin Road.

(f) The Dublin Road between the boundary of the urban district of Athlone and a point 80 metres south-east of its junction with the Willow Park Estate Road.

(g) The Ballymahon Road between the boundary of the urban district of Athlone and a point 65 metres north-east of its junction with the Two Mile Round Road.

(h) The Two Mile Round Road for a distance of 45 metres from its junction with the Ballymahon Road.

2. The following roads at Castlepollard:--

(a) Glenview Cottages Road, The Square, Water Lane, Church Lane.

(b) The Mullingar Road for a distance of 780 metres from its junction with the Square.

(c) The Bratty Road for a distance of 46 metres from its junction with the Dublin Road.

(d) The Dublin Road between its junction with the Square and a point 20 metres south-east of its junction with the Bratty Road.

(e) Water Street and its continuation as the Ballycomoyle Road for a distance of 700 metres from the junction of Water Street with the Square.

(f) Green Street and its continuation as the Finnea Road for a distance of 485 metres from the junction of Green Street with the Square.

(g) The Coole Road for a distance of 567 metres from its junction with the Square.

3. The following roads at Clonmellon:--

(a) The Delvin-Ceanannus Mór road between a point 183 metres south-west of its junction with the Cross Keys Road and a point 55 metres north-east of its junction with the Kilrush Road.

(b) The Cross Keys Road for a distance of 138 metres from its junction with the Delvin-Ceanannus Mór road.

(c) The Kilskyre Road for a distance of 92 metres from its junction with the Cross Keys Road.

(d) The Kilrush Road for a distance of 92 metres from its junction with the Delvin-Ceanannus Mór road.

4. The following roads at Delvin:--

(a) The Clonmellon-Mullingar road between a point 60 metres north of Mulligan's crossroads and a point 140 metres south-west of its junction with the Ballyhealy Road.

(b) The Athboy Road for a distance of 129 metres from its junction with the Clonmellon-Mullingar road.

(c) The Ballyhealy Road for a distance of 46 metres from its junction with the Clonmellon-Mullingar road.

(d) The Castlepollard Road for a distance of 305 metres from its junction with the Clonmellon-Mullingar road.

5. The following roads at Fore:--

(a) The Castlepollard-Ceanannus Mór road between a point 300 metres north-west of its junction with the Abbey Road and a point 450 metres south-east of the said junction.

(b) Abbey Road for a distance of 95 metres from its junction with the Castlepollard-Ceanannus Mór road.

6. The following roads at Glasson:--

(a) The Longford Road between its junction with the Lower Road and a point 20 metres north of its junction with the Killinure Road.

(b) The Lower Road for a distance of 95 metres from its junction with the Longford Road.

7. The following roads at Kilbeggan:--

(a) The Square, St. Mary's Avenue.

(b) The Kinnegad-Athlone road between a point 270 metres north-east of its junction with the Tullamore Road and a point 115 metres north-west of its junction with the Clara Road.

(c) The Daingean Road for a distance of 398 metres from its junction with the Kinnegad-Athlone road.

(d) The Tullamore Road for a distance of 417 metres from its junction with the Kinnegad-Athlone road.

(e) The Relic Road for a distance of 46 metres from its junction with the Kinnegad-Athlone road.

(f) The Clara Road for a distance of 92 metres from its junction with the Kinnegad-Athlone road.

(g) The Streamstown Road for a distance of 46 metres from its junction with the Kinnegad-Athlone road.

(h) The Mullingar Road for a distance of 215 metres from its junction with the Kinnegad-Athlone road.

8. The following roads at Kinnegad:--

(a) The Mullingar-Dublin road between the boundary between the counties of Westmeath and Meath at Kinnegad Bridge and a point 185 metres north-west of its junction with the Athlone Road.

(b) The Trim Road for a distance of 110 metres from its junction with the Mullingar-Dublin road.

(c) The Athlone Road for a distance of 40 metres from its junction with the Mullingar-Dublin road.

9. The following roads at Moate:--

(a) Station Road, Ave Maria Park, Oliver Plunkett Terrace, Jones Lake Road.

(b) The Kinnegad-Athlone road between a point 45 metres east of its junction with the road connecting the said road with the Clara Road and a point 10 metres south-west of its junction with Oliver Plunkett Terrace.

(c) The Moneen Road for a distance of 74 metres from its junction with the Kinnegad-Athlone road.

(d) The Windmill Road and its continuation as the Mount Temple Road between a point 10 metres north of its junction with the Kinnegad-Athlone road and a point 310 metres north of its junction with the Jones Lake Road.

(e) The Ballymore Road between its junction with the Kinnegad-Athlone road and a point 55 metres north-west of its junction with the Rosemount Road.

(f) The Rosemount Road for a distance of 46 metres from its junction with the Ballymore Road.

(g) The Clara Road between its junction with the Kinnegad-Athlone road and a point 74 metres north-west of its junction with the Ballycumber Road.

(h) The road connecting the Clara Road with the Kinnegad-Athlone road.

(i) Burgess Lane for a distance of 55 metres from its junction with the Kinnegad-Athlone road.

10. The following roads adjacent to the town of Mullingar:--

(a) The Saunders Bridge Road.

(b) The Russellstown Road for a distance of 458 metres from the point where the boundary of the town of Mullingar intersects the north-eastern side of the road.

(c) The Delvin Road for a distance of 55 metres from the boundary of the town of Mullingar.

(d) The Irishtown Road for a distance of 850 metres from its junction with the Longford Road.

(e) The Ballinderry Road between the point where the boundary of the town of Mullingar intersects the western side of the road and a point 40 metres north of its junction with the Rochfortbridge Road.

11. The following roads at Raharney:--

(a) The Killucan-Ballivor road between a point 170 metres north-east of its junction with the Delvin Road and a point 183 metres north-west of its junction with the Wardenstown Road.

(b) The Delvin Road for a distance of 275 metres from its junction with the Killucan-Ballivor road.

(c) dThe Riversdale Road for a distance of 247 metres from its junction with the Killucan-Ballivor road.

(d) The Wardenstown Road for a distance of 192 metres from its junction with the Killucan-Ballivor road.

(e) The Joristown Lower Road for a distance of 165 metres from its junction, near Raharney Bridge, with the Killucan-Ballivor road.

12. The following roads at Rochfortbridge:--

(a) Bord na Móna Housing Estate Road.

(b) The Kinnegad-Athlone road between a point 595 metres north-east of its junction with the Mullingar Road and a point 540 metres south-west of its junction with the Dalystown Road.

(c) The Mullingar Road for a distance of 83 metres from its junction with the Kinnegad-Athlone road.

(d) The Dalystown Road for a distance of 680 metres from its junction with the Kinnegad-Athlone road.

(e) The Rhode Road for a distance of 92 metres from its junction with the Kinnegad-Athlone road.

(f) The road connecting the Rhode Road with the Kinnegad-Athlone road.

13. The following roads at Tyrellspass:--

(a) The Crescent Road.

(b) The Kinnegad-Athlone road between a point 1,050 metres north-east of its junction with the Mullingar Road and a point 150 metres south-west of its junction with the Daingean Road.

(c) The Mullingar Road for a distance of 183 metres from its junction with the Kinnegad-Athlone road.

(d) The Daingean Road for a distance of 55 metres from its junction with the Kinnegad-Athlone road.

THIRD SCHEDULE.

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads in and adjacent to the Urban District of Athlone:--

(a) The Galway Road between the boundary of the urban district of Athlone and a point 22 metres north-east of its easternmost junction with St. Coman's Park.

(b) The Ballymahon Road between a point 65 metres north-east of its junction with the Two Mile Round Road and a point 70 metres east of its junction with the Cornamagh Road.

(c) The Cornamagh Road for a distance of 50 metres from its junction with the Ballymahon Road.

(d) The Dublin Road between a point 100 metres south-east of its junction with the Industrial Estate Road and a point 80 metres south-east of its junction with the Willow Park Estate Road.

(e) The Washhouse Road for a distance of 50 metres from its junction with the Dublin Road.

2. The following road at Ballinalack:--

The Longford-Mullingar road between a point 235 metres south-east of the centre line of old Ballinalack Bridge and a point 735 metres south-east of the said bridge.

3. The following roads at Ballymore:--

(a) The Athlone-Mullingar road between a point 205 metres south of its junction with the Newtown Road and a point 110 metres north-east of its junction with the Moyvore Road.

(b) The Moate Road for a distance of 215 metres from its junction with the Athlone-Mullingar road.

(c) The Streamstown Road for a distance of 100 metres from its junction with the Athlone-Mullingar road.

(d) The Moyvore Road for a distance of 110 metres from its junction with the Athlone-Mullingar road.

4. The following roads at Ballynacargy:--

(a) The Mullingar-Ballinacarrow road between a point 105 metres south-east of its junction with the Balroe Road and a point 105 metres north-west of its junction with the Castletown Geoghegan Road.

(b) The Castletown Geoghegan Road for a distance of 270 metres from its junction with the Mullingar-Ballinacarrow road.

(c) The Rathowen Road for a distance of 410 metres from its junction with the Mullingar-Ballinacarrow road.

5. The following roads at Collinstown:--

(a) The Castlepollard-Delvin road between a point 520 metres north-west of its junction with the Mullingar Road and a point 165 metres south-east of the said junction.

(b) The Mullingar Road for a distance of 570 metres from its junction with the Castlepollard-Delvin road.

(c) The Oldcastle Road for a distance of 320 metres from its junction with the Castlepollard-Delvin road.

6. The following road at Horseleap:--

The Kilbeggan Road for a distance of 340 metres from the boundary between the counties of Offaly and Westmeath.

7. The following roads at Kinnegad:--

(a) The Mullingar-Dublin road between a point 185 metres north-west of its junction with the Athlone Road and a point 745 metres north-west of its junction with the Killucan Road.

(b) The Killucan Road for a distance of 30 metres from its junction with the Mullingar-Dublin road.

(c) The Athlone Road between a point 40 metres from its junction with the Mullingar-Dublin road and a point 185 metres from the said junction.

8. The following roads at Miltownpass:--

(a) The Kinnegad-Athlone road between a point 366 metres north-east of its junction with the Mullingar Road and a point 92 metres south-west of its junction with the Drumman Bog Road.

(b) The Mullingar Road for a distance of 37 metres from its junction with the Kinnegad-Athlone road.

9. The following roads at Moate:--

(a) The Athlone Road between a point 10 metres south-west of its junction with Oliver Plunkett Terrace and a point 320 metres south-west of the said junction.

(b) The Kinnegad Road between a point 45 metres east of its junction with the road connecting the said road with the Clara Road and a point 590 metres east of the said junction.

(c) The Windmill Road for a distance of 10 metres from its junction with the Kinnegad-Athlone road.

10. The following road at Moyvore:--

The Ballymahon-Mullingar road between a point 120 metres north-west of its junction with Mulvey's Road and a point 70 metres west of its junction with the Ballymore Road.

11. The following roads in and adjacent to the town of Mullingar:--

(a) The Castlepollard Road for a distance of 230 metres from its junction with the Longford Road.

(b) The Longford Road between a point 550 metres north-west of the boundary of the town of Mullingar and a point 128 metres north-west of its junction with the Green Road.

(c) The Dublin Road between a point 460 metres east of its junction with the Delvin Road and a point 60 metres east of its junction with the Curraghmore Road.

(d) The Curraghmore Road for a distance of 450 metres from its junction with the Dublin Road.

12. The following roads at Rathowen:--

(a) Church Lane.

(b) The Dublin-Longford road between a point 50 metres south-east of its junction with the Loughinstown Road and a point 412 metres south-east of the said junction.

EXPLANATORY NOTE.

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

These Regulations replace the Road Traffic (Speed Limits) (County of Westmeath) Regulations, 1977 ( S.I. No. 270 of 1977 ) and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 , and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
