ROAD TRANSPORT ACT, 1986 (COMMENCEMENT) (No. 2) ORDER, 1986.

I, JIM MITCHELL, Minister for Communications, in exercise of the power conferred on me by section 21 of the Road Transport Act, 1986 (No. 16 of 1986), hereby order as follows:

1. This Order may be cited as the Road Transport Act, 1986 (Commencement) (No. 2) Order, 1986.

2. (1) The 30th day of September, 1986, is hereby fixed as the day on which sections 3 , 5 , 6 , 7 , 10 and 12 of the Road Transport Act, 1986 , shall come into operation.

(2) Section 4 of the Road Transport Act, 1986 shall--

( a ) insofar as it applies to merchandise licences granted before the 30th day of September, 1986, come into operation on the 30th day of September, 1988 and

( b ) insofar as it applies to merchandise licences granted on or after the 30th day of September, 1986, come into operation on that day.

3. The 30th day of September, 1988, is hereby fixed as the day on which section 8 of the Road Transport Act, 1986 , shall come into operation.

4. The 30th day of September, 1988, is hereby fixed as the day on which paragraphs (a) (insofar as that paragraph relates to sections 8, 20, 21 and 25 of the Principal Act), (c) and (e) (insofar as it applies to section 5 of the Road Transport Act, 1971 ) of section 19 of the Road Transport Act, 1986 , shall come into operation.

EXPLANATORY NOTE.

The effect of this Order is to bring into operation those sections of the Road Transport Act, 1986 relating to the grant of road freight carrier's licences and to provide for the repeal of certain provisions on specified dates.
