ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF LEITRIM) REGULATIONS, 1989.

ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF LEITRIM) REGULATIONS, 1989.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act (as amended by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968)) hereby makes the following Regulations:--

Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Leitrim) Regulations, 1989.

Commencement.

2. These Regulations shall come into operation on the 28th day of December, 1989.

Interpretation.

3. In these Regulations save where the context otherwise requires:

"the Act" means the Road Traffic Act, 1961 ;

"distance" means distance as measured along the centre line of a road;

"national road" means a road declared to be a national road in the Local Government (Roads and Motorways) Act, 1974 (Declaration of National Raods) Order, 1977 ( S.I. No. 164 of 1977 ) and any reference to the number of such road shall be a reference to the number of such road as shown in column 1 of the First Schedule or column 1 of the Second Schedule to the aforementioned Order;

"road" means a public road;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act.

Built-up area speed limits.

4. Each of the roads described in the First Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

Special speed limits.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Second Schedule to these Regulations.

Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:--

( a ) ambulances,

( b ) fire brigade vehicles, and

( c ) vehicles used by members of the Garda Síochána in the performance of their duties as such members.

Revocations.

7. The Road Traffic (Speed Limits) (County of Leitrim) Regulations, 1980 ( S.I. No. 278 of 1980 ) are hereby revoked.

FIRST SCHEDULE.

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads at Ballinamore:--

( a ) Lahard Cottages Road.

( b ) The Carrick.-on-Shannon-Cavan road between a point 503 metres west of its junction with Church Lane and point 435 metres north-east of its junction with the Swanlinbar Road.

( c ) The Swanlinbar Road for a distance of 174 metres from its junction with the Carrick-on-Shannon-Cavan road.

( d ) The Willowfield Road for a distance of 46 metres from its junction with the Carrick-on-Shannon-Cavan road.

( e ) Chapel Lane and its continuation as the Tully Road for a distance of 380 metres from its junction with the Carrick-on-Shannon-Cavan road.

( f ) Church Lane for a distance of 366 metres from its junction with the Carrick-on-Shannon-Cavan road.

( g ) The Aughnasheelin road for a distance of 18 metres from its junction with Church Lane.

2. The following roads at Carrick-on-Shannon:--

( a ) Church Lane, Circular Road, Curry Lane, The Quay, Quay Road, Priest's Lane, St. George's Terrace, St. Patrick's Park.

( b ) The old Sligo-Dublin road (National Road N4) including Main Street and Bridge Street between the roundabout and the boundary between the counties of Leitrim and Roscommon.

( c ) Lisnagat Road for a distance of 192 metres from its junction with Curry Lane.

( d ) The Leitrim Road for a distance of 220 metres from its junction with Main Street.

( e ) Gallows Hill and its continuation as the Drummagh Road between its junction with the Old Sligo-Dublin road (National Road N4) and a point 1,170 metres north-east of the said junction.

( f ) Carty's Lane for a distance of 335 metres from its junction with the Drummagh Road.

( g ) The By-pass Road for a distance of 85 metres eastwards from its junction with Bridge Street.

( h ) The Shannon Lodge housing estate roads with the exception of a section of the southernmost entry road commencing at a point 15 metres from that road's junction with the By-pass road.

3. The following roads at Carrigallen:--

( a ) The Ballinamore-Killeshandra road between a point 320 metres north of its junction with the Aughavass Road and its junction with the Gulladoo Road.

( b ) The Aughavass Road for a distance of 201 metres from its junction with the Ballinamore-Killeshandra road.

( c ) The Moyne Road for a distance of 302 metres from its junction with the Ballinamore-Killeshandra road.

( d ) The Mill Road for a distance of 180-metres from its junction with the Ballinamore-Killeshandra Road.

4. The following road at Cloone:--

Main Street between a point 185 metres south of its junction with the Drumhallagh Road and a point 545 metres south of the said junction.

5. The following roads at Dowra:--

( a ) The Drumshanbo Road for a distnce of 210 metres south-east from the boundary between the counties of Leitrim and Cavan at the Shannon Bridge.

( b ) The Glengevlin Road between its junction with the Drumshanbo Road and a point 50 metres north of the said junction.

( c ) The Annagh Upper Road between its junction with the Drumshanbo Road and a point 15 metres south of the said junction.

6. The following roads at Dromahaire:--

( a ) Main Street between a point 30 metres south of its junction with the Ballintogher Road and its junction with the Carrickacroghery Road.

( b ) The Manorhamilton Road between its junction with Main Street and a point 120 metres east of its junction with the Drumlease Road.

( c ) The Mullagh Road between its junction with the Carickacroghery Road and its junction with the Back Line.

( d ) The Back Line between its junction with Main Street and its junction with the Mullagh Road.

7. The following roads at Dromrod: --

( a ) Quay Street.

( b ) The Sligo-Dublin road (National Road N4) between a point 285 metres north of its junction with the Mohill Road and a point 170 metres south of the said junction.

( c ) The Mohill Road for a distance of 74 metres from its junction with the Sligo-Dublin road (National Road N4).

8. The following roads at Drumkeeran:--

( a ) The Carrick-on-Shannon-Manorhamilton road between a point 225 metres east of its junction with the Protestant Church Road and a point 320 metres north-west of its junction with the Dowra Road.

( b ) Bargowla Road for a distance of 28 metres from its junction with the Carrick-on-Shannon-Manorhamilton road.

( c ) The Dowra Road for a distance of 700 metres from its junction with the Carrick-on-Shannon-Manorhamilton road.

( d ) The Protestant Church Road for a distance of 445 metres from its junction with the Carrick-on-Shannon-Manorhamilton road.

( e ) The Modorroagh Road for a distance of 223 metres from its junction with the Carrick-on-Shannon-Manorhamilton road.

( f ) The road connecting the Modorragh Road and the Dowra Road.

( g ) The Drumeewy Road for a distance of 76 metres from its junction with the Dowra Road.

9. The following roads at Drumshanbo:--

( a ) High Street, Rockwell Terrace, School Street, Main Street.

( b ) The Carrick-on-Shannon Road for a distance of 390 metres from its junction with Main Street.

( c ) Church Street and its continuation as the Manorhamilton Road to a point 92 metres west of its easternmost junction with Furnace Hill.

( d ) Chapel Street for a distance of 265 metres from its junction with the Carrick-on-Shannon-Manorhamilton road.

( e ) The Dowra Road for a distance of 73 metres from its junction with Chapel Street.

( f ) The Ballinamore Road for a distance of 360 metres from its junction with Main Street.

( g ) The Drumkeeran Road for a distance of 240 metres from its junction with Main Street.

( h ) The Corryard Road for a distance of 23 metres from its junction with the Drumkeeran Road.

( i ) Furnace Hill for a distance of 212 metres from its easternmost junction with the Carrick-on-Shannon-Manorhamilton Road.

10. The following roads at Drumsna:--

( a ) Quay Road.

( b ) The Sligo-Dublin road (National Road N4) for a distance of 475 metres north-eastwards from the boundary between the counties of Leitrim and Roscommon at Drumsna Bridge.

( c ) The road to Curnacarter Bridge for a distance of 55 metres from its junction with Quay Road.

( d ) The Keshcarrigan Road for a distance of 540 metres north-east of its junction with the Sligo-Dublin road (National Road N4).

11. The following roads at Fenagh:--

( a ) The Mohill-Ballinamore road between a point 160 metres south of its junction with the Keshcarrigan Road and a point 60 metres north of its junction with the road leading to Tully townland.

( b ) The Keshcarrigan Road for a distance of 100 metres from its junction with the Mohill-Ballinamore road.

( c ) The road leading towards Drumharkin for a distance of 105 metres from its junction with the Mohill-Ballinamore Road.

( e ) The road leading towards Costrea for a distance of 30 metres from its junction with the Mohill-Ballinamore road.

( f ) The road leading towards Tully townland for a distance of 50 metres from its junction with the Mohill-Ballinamore road.

12. The following roads at Glenfarne:--

( a ) National Road N16 (Sligo-Enniskillen road) between a point 210 metres east of the centre line of Glenfarne Bridge and a point 375 metres north-west of the said centre line.

( b ) The road leading to Cornaman townland for a distance of 15 metres from its junction with the National Road N16 (Sligo-Enniskillen Road).

13. The following road at Jamestown:--

The Sligo-Dublin road (National Road N4) between a point 170 metres south of Jamestown Arch and a point 175 metres north-west of the said Arch.

14. The following roads at Keshcarrigan:--

( a ) The Ballinamore Road between a point 30 metres south-west of its junction with the Mohill Road and a point 105 metres north-east of the said junction.

( b ) The Mohill Road for a distance of 110 metres from its junction with the Ballinamore Road.

15. The following roads at Killarga:--

( a ) The Drumkeeran-Manorhamilton road between a point 375 metres north of its junction with the road leading to Corratowey townland and a point 305 metres south of the said junction.

( b ) The road linking the northern and southern ends of the Drumkeeran-Manorhamilton road at Killarga Village.

( c ) The road leading towards Corratowey townland for a distance of 85 metres.

16. The following roads at Kiltyclogher:--

( a ) The Manorhamilton-Derrygonnelly road between a point 225 metres south of the McDermott Memorial and a point 60 metres north of the said Memorial.

( b ) The Rossinver-Kinlough road between a point 150 metres south-east of the McDermott Memorial and a point 160 metres north-west of the said Memorial.

17. The following roads at Kinlough:

( a ) The Manorhamilton-Bundoran road between a point 41 metres south-west of its junction with the Cloonty road and a point 240 metres south-west of its junction with the Tullaghan Road.

( b ) The Cloonty Road for a distance of 46 metres from its junction with the Manorhamilton-Bundoran road.

( c ) The Cloone Road for a distance of 60 metres from its junction with the Manorhamilton-Bundoran road.

( d ) The Rossinver Road for a distance of 90 metres from its junction with the Manorhamilton-Bundoran road.

( e ) The Edenvilla Road for a distance of 30 metres from its junction with the Manorhamilton-Bundoran road.

18. The following roads at Leitrim:--

( a ) The Carrick-on-Shannon-Drumshanbo road between a point 138 metres north of its junction with the Keadue Road and a point 138 metres south of its junction with Chapel Road.

( b ) The Keadue Road for a distance of 138 metres from its junction with the Carrick-on-Shannon-Drumshanbo road.

( c ) Chapel Road for a distance of 46 metres from its junction with the Carrick-on-Shannon-Drumshanbo road.

19. The following roads at Lurganboy:--

( a ) Main Street between a point 230 metres west of its junction with the Minlough Road and a point 210 metres south-east of the said junction.

( b ) The Kinlough road for a distance of 95 metres from its junction with Main Street.

20. The following roads at Manorhamilton:--

( a ) Boley Hill, Boley Hill Cottages Road, Hillside Crescent, The Commons, Cemetery Road, Church Lane, Main Street, Old Church Street, St. Patrick's Terrace, The New Line, The Bee Park Road, Castle Street and the Fair Green.

( b ) The Bundoran road for a distance of 785 metres from its junction with Castle Street.

( c ) National Road N16 (Sligo Road) for a distance of 247 metres from its junction with Main Street.

( d ) The Carrick-on-Shannon road for a distance of 265 metres from its junction with Main Street.

( e ) National Road N16 (Enniskillen Road) for a distance of 55 metres from its junction with Boley Hill.

( f ) The Lurganboy Road for a distance of 622 metres north-west of its junction with the Fair Green.

( g ) The slip road connecting the Lurganboy Road with the Bundoran Road.

( h ) The Rossinver Road for a distance of 665 metres from its junction with Castle Street at the Fair Green.

21. The following roads at Mohill:--

( a ) Castle Street, Causey Street, Hyde Terrace, Main Street, Water Street, Green Lane.

( b ) Hill Street for a distance of 220 metres from its junction with Main Street and Station Road.

( c ) Station Road and its continuation as the Cloone Road between its junction with Main Stret and Hill Street and a point 575 metres east of its junction with the Drumlish Road.

( d ) The Drumlish road for a distance of 28 metres from its junction with the Cloone Road.

( e ) Hyde Street and its continuation as the Dromod Road for a distance of 677 metres from its junction with Main Street.

( f ) The Carrick-on-Shannon Road between its junction with Main Street and its junction with Chapel Lane.

( g ) Treanmore Road for a distance of 55 metres south of its junction with the Carrick-on-Shannon Road.

( h ) Chapel Lane between its junction with Main Street and its junction with the Carrick-on-Shannon Road.

( i ) The road leading from Chapel Lane to the Carrick-on-Shannon Road at Treanmore Cross.

( j ) Convent Lane for a distance of 156 metres from its junction with Chapel Lane.

( k ) Glebe Street and its continuation as the Green Road and the Ballinamore road between its junction with Main Street and a point 575 metres north of the said junction.

22. The following roads at Newtown Gore:--

( a ) Main Street between a point 415 metres east of its junction with the Carrigallen Road and a point 60 metres north-west of the said junction.

( b ) The Carrigallen Road between its junction with Main Street and a point 315 metres south of the said junction.

23. The following roads at Rooskey:--

( a ) The Scramogue Road between its junction with the Sligo-Dublin road (National Road N4) and the boundary between the counties of Leitrim and Roscommon at Rooskey Bridge.

( b ) The Sligo-Dublin road (National Road N4) between a point 75 metres south of its junction with the Scramogue Road and a point 110 metres north of the said junction.

24. The following roads at Tullaghan:--

( a ) The Sligo-Bundoran road between a point 210 metres north-east of its junction with the Kinlough Road and a point 195 metres south-west of the said junction.

( b ) The Kinlough Road for a distance of 25 metres from its junction with the Sligo-Bundoran road.

( c ) The Coast Road for a distance of 195 metres from its junction with the Sligo-Bundoran road.

SECOND SCHEDULE.

Roads in the County of Leitrim in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following road at Ballinamore:--

The Carrick-on-Shannon Road between a point 503 metres west of its junction with Church Lane and a point 870 metres south-west of the said junction.

2. The following roads at Carrick-on-Shannon:--

( a ) The Sligo-Dublin road (National Road N4) between a point 20 metres south-east of its junction with the Attyrory Road and its junction with the roundabout.

( b ) The By-Pass Road including the roundabout to a point 85 metres east of its junction with Bridge Street.

( c ) The Attyfinlay Road for a distance of 265 metres from its junction with the Sligo-Dublin road (National Road N4).

( d ) The Marina Road for a distance of 50 metres from its junction with the Sligo-Dublin road (National Road N4).

( e ) The Attyrory Road for a distance of 138 metres from its junction with the Sligo-Dublin road (National Road N4).

( f ) Carty's Lane between its junction with the Sligo-Dublin road (National Road N4) and a point 335 metres south-east of its junction with the Drummagh Road.

( g ) The southernmost entrance road to the Shannon Lodge Housing Estate for a distance of 15 metres from its junction with the Carrick-on-Shannon By-Pass.

3. The following roads at Drumkeeran:--

( a ) The Manorhamilton Road between a point 320 metres north-west of its junction with the Dowra Road and point 590 metres north-west of the said junction.

( b ) The Carrick-on-Shannon Road between a point 225 metres east of its junction with the Protestant Church Road and a point 415 metres east of the said junction.

4. The following road at Drumshanbo:--

The Carrick-on-Shannon Road between a point 390 metres from its junction with Main Street and a point 1,325 metres from the said junction.

5. The following roads at Glenfarne:--

( a ) National Road N16 (Manorhamilton-Enniskillen) between a point 20 metres west of its junction with the Kiltyclogher Road and a point 470 metres east of the said junction.

( b ) The Kiltyclogher Road for a distance of 45 metres from its junction with the National Road N16 (Manorhamilton-Enniskillen road).

( c ) The road to Killycloghan townland for a distance of 42 metres from its junction with the National Road N16 (Manorhamilton-Enniskillen road).

6. The following roads at Manorhamilton:--

( a ) National Road N16 (Sligo Road) between a point 247 metres from its junction with Main Street and a point 460 metres from the said junction.

( b ) The Carrick-on-Shannon Road between a point 265 metres from its junction with Main Street and a point 565 metres from the said junction.

( c ) National Road N16 (Enniskillen Road) between a point 55 metres from its junction with Boley Hill and a point 515 metres from the said junction.

( d ) The road to Ross Townland for a distance of 93 metres from its junction with the Carrick-on-Shannon road.

7. The following road at Mohill:--

The Drumlish Road between a point 28 metres from its junction with the Cloone Road and a point 375 metres from the said junction.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) (County of Leitrim) Regulations, 1980 ( S.I. No. 278 of 1980 ) and alter the speed limits applicable to certain roads in this area.

The Regulations declare the public roads mentioned in the First Schedule to be subject to the built-up area speed limit of 30 mph prescribed by section 45 of the Road Traffic Act, 1961 .

The Regulations also prescribed a speed limit of 40 miles per hour in respect of the public roads mentioned in the Second Schedule for all mechanically propelled vehicles.

Ambulances, fire brigade vehicles and Garda Síochána vehicles while being used in the course of duty are excepted from all speed limits by the Regulations.
