S.I. No. 271/1991:

ROAD TRAFFIC (SPEED LIMITS) (COUNTY BOROUGH OF DUBLIN AND COUNTY OF DUBLIN) (AMENDMENT) (NO. 2) REGULATIONS, 1991.

ROAD TRAFFIC (SPEED LIMITS) (COUNTY BOROUGH OF DUBLIN AND COUNTY OF DUBLIN) (AMENDMENT) (NO. 2) REGULATIONS, 1991.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act 1961 (No. 24 of 1961) and section 46 of the said Act (as amended by section 23 of the Road Traffic Act, 1968 (No. 25 of 1968)) hereby makes the following Regulations:--

1. (1) These Regulations may be cited as the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) (Amendment) (No. 2) Regulations, 1991.

(2) The Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations 1989 to 1991 and these Regulations shall be construed together and may be cited collectively as the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations 1989 to 1991.

2. These Regulations shall come into operation on the 24th day of October, 1991.

3. In these Regulations "the Principal Regulations" means the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations 1989 ( S.I. No. 206 of 1989 ).

4. The following reference shall be substituted for reference 5 (b) of the Second Schedule to the Principal Regulations:

"5 (b) (i) The Dubber or St. Margaret's Road for a distance of 243 metres from the county borough boundary.

(ii) The Southbound On Ramp linking the Shankill-Bray By-Pass to the Northbound On Ramp linking the Dublin-Bray Road (National Road N11) and the Shankill-Bray By-Pass for a distance of 150 metres from its junction with the said Northern On Ramp.

(iii) The Northbound On Ramp linking the Dublin-Bray Road (National Road N11) and the Shankill-Bray By-Pass for a distance of 500 metres from its junction with the Dublin-Bray Road (National Road N11) at the Wilford Roundabout.

(iv) The Southbound Off Ramp linking the Shankill-Bray By-Pass and the Dublin-Bray Road (National Road N11) from a point 400 metres south east of its junction with the Shankill-Bray By-Pass to its junction with the Dublin-Bray Road (National Road N11) at the Wilford Roundabout.

5. Reference 5 (c) of the Second Schedule to the Principal Regulations is hereby amended:

(a) by the addition after paragraph (xxx) of the following sub-paragraphs:--

(xxxi) The Shankill-Bray By-Pass from a point 20 metres south of the Loughlinstown Roundabout.

(xxxii) The Blanchardstown By-Pass.

(b) by the deletion of the words

"its junction with the eastern edge of Pecks Lane, thence in a southerly direction along the eastern edge of Pecks Lane to a point 58 metres from its junction with the Navan Road (National Road N3), thence in a straight line to a point on the western edge of Pecks Lane opposite the last mentioned point, thence in a northerly direction along the western edge of Pecks Lane to its junction with the southern edge of the Navan Road (National Road N3), thence in a north westerly direction along the southern edge of the Navan Road (National Road N3) to its junction with the eastern edge of Auburn Avenue, thence in a southerly direction along the eastern edge of Auburn Avenue to a point 21 metres from its junction with the Navan Road (National Road N3), thence in a straight line to a point on the western edge of Auburn Avenue opposite the last mentioned point, thence in a northerly direction along the western edge of Auburn Avenue to its junction with the southern edge of the Navan Road (National Road N3), thence in a north westerly direction along the southern edge of the Navan Road (National Road N3) to its junction with the eastern edge of Beech Park Avenue, thence in a southerly direction along the eastern edge of Beech Park Avenue to a point 27 metres south of its junction with the Navan Road (National Road N3), thence in a straight line to a point on the western edge of Beech Park Avenue opposite the last mentioned point, thence in a northerly direction along the western edge of Beech Park Avenue to its junction with the southern edge of the Navan Road (National Road N3), thence in a north westerly direction along the southern edge of the Navan Road (National Road N3) to a point 80 metres from its junction with Beech Park Avenue, thence in a straight line to a point on the northern edge of the Navan Road (National Road N3), opposite the last mentioned point, thence in a straight line in a north westerly direction to a point on the southern edge of River Road 359 metres from its junction with the Navan Road (National Road N3), thence in a straight line to a point on the northern edge of River Road opposite the last mentioned point thence in a straight line in a north easterly direction to a point on the south eastern edge of Snugborough Road 56 metres from its junction with the Ballycoolen Road."

and the substitution therefor of the words

"the point where the southern edge of the Navan Road (National Road N3) meets the Auburn Interchange, thence in a straight line to a point opposite the last mentioned point, thence initially in a southerly direction along the northern edge of the Navan Road (National Road N3) and then in a north westerly direction along the northern edge of the Navan Road (National Road N3) to a point opposite the point where the Navan Road (National Road N3) intersects the northern side of the Western Parkway Motorway, thence initially in a northerly direction and thence in a north easterly direction to a point on the south eastern edge of Snugborough Road 56 metres from its junction with the Ballycoolen Road."

6. Reference 6 of the Third Schedule to the Principal Regulations is hereby amended by

(a) the deletion at reference (a) (i) of the words "The Dublin-Bray Road (National Road N11)"

(b) the deletion of references (b) (xiii), (k) (xx) and (1) (i)

(c) the deletion of reference (e) (v) and the substitution therefor of the following

"(e) (v) The Dublin-Bray Road (National Road N11) between a point 20 metres north of the Wilford Roundabout and a point 88 metres south of its junction with Quinn's Road."

(d) the addition after sub-paragraph (o) (ii) of the following sub-paragraph

"(iii) The Northbound Off Ramp linking the Shankill-Bray By-Pass to Old Connaught Avenue from its junction with the Shankill-Bray By-Pass to a point 15 metres south of its junction with Old Connaught Avenue".

7. Reference 3 of the Fourth Schedule to the Principal Regulations is hereby amended by

(a) the deletion of reference (a) and the substitution therefor of the following

"(a) The Dublin-Bray Road (National Road N11) between a point 155 metres north west of its junction with Beech Park and a point 20 metres north of the Loughlinstown Roundabout."

(b) the addition after paragraph (d) of the following paragraphs.

"(e) Beech Park housing estate (Loughlinstown) entrance road for a distance of 14 metres from its junction with the Dublin-Bray Road (National Road N11).

(f) Shanganagh Vale housing estate entrance road for a distance of 18 metres from its junction with the Dublin-Bray Road (National Road N11)."

EXPLANATORY NOTE.

These Regulations further amend the Road Traffic (Speed Limits) (County Borough of Dublin and County of Dublin) Regulations 1989 by detailing the speed limits to be applied on the Shankill-Bray By-Pass and roads adjacent to it. The Regulations also amend the 1989 Regulations to take account of the realignment of the Navan Road and the opening of the Blanchardstown By-Pass.

Ambulances, Fire Brigade vehicles and Garda Síochána vehicles while being used in the course of duty are exempt from the speed limits.
