ROAD TRANSPORT (INTERNATIONAL CARRIAGE OF GOODS BY ROAD) (NO. 2) ORDER, 1995.

I, MICHAEL LOWRY, T.D., Minister for Transport, Energy and Communications, in exercise of the powers conferred on me by section 8 (2) of the Road Transport Act, 1986 (No. 16 of 1986)) of the Road Transport Act, 1971 (No. 8 of 1971), and the Communications (Transfer of Departmental Administration and Ministerial Functions) (No. 2) Order, 1987 ( S.I. No. 92 of 1987 ), as adapted by the Tourism, Transport and Communications (Alteration of Name of Department and Title of Minister) Order, 1993 ( S.I. No. 17 of 1993 ), hereby order as follows:

1. This Order may be cited as the Road Transport (International Carriage of Goods by Road) (No. 2) Order, 1995.

2. A permit granted by the Minister for Transport, Energy and Communications and issued by the Ministry of Transport of the Russian Federation under the Agreement made on the 9th day of December, 1994, on behalf of the Government and the Government of the Russian Federation on the international carriage of passengers and goods by road (being an international agreement on the international transport by road) shall be deemed to be a restricted road freight licence.

EXPLANATORY NOTE.

The purpose of this Order is to allow the Russian transport authorities to issue permits on Ireland's, behalf for access by Russian hauliers to Ireland. This gives formal effect to an international road transport agreement between Ireland the Russian Federation.
