I, IVAN YATES, Minister for Agriculture, Food and Forestry, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), and for the purpose of giving effect to Council Directive No. 88/407, EEC of 14 June 19881 as amended by Council Directive No. 90/120/EEC of 5 March 19902 and Council Directive No. 91/174/EEC of 25 March 19913, Council Directive No. 90/429/EEC of 26 June 19904 and Council Directive No. 92/65/EEC of 13 July 1992,5 hereby make the following Regulations: |

1. These Regulations may be cited as the European Communities (Trade in Livestock Semen) Regulations, 1995. |
||
2. In these Regulations "semen" means the ejaculate of cattle, water buffalo, equidae, sheep, goats and swine. |
||
3. The provisions of sections 4 and 5 of the Livestock (Artificial Insemination) Act, 1947 (No. 32 of 1947), shall not apply to persons importing semen from or exporting semen to another Member State of the European Communities for the purposes of Council Directive No. 88/407/EEC of 14 June 19881 as amended by Council Directive No. 90/120/EEC of 5 March 19902 and Council Directive No. 91/174/EEC of 25 March 19913, Council Directive No. 90/429/EEC of 26 June 1990,4 and Council Directive No. 92/65/EEC of 13 July, 1992.5 |

These Regulations, which give legal effect to a number of Council Directives concerning, inter alia, trade in animal semen, provide for the removal of the licensing requirement set out in the Livestock (Artificial Insemination) Act, 1947 where semen is imported or exported for the purposes of the Directives. |
