EUROPEAN COMMUNITIES (PROTEIN FEEDINGSTUFFS) (AMENDMENT) REGULATIONS, 1996

I, Ivan Yates, Minister for Agriculture, Food and Forestry, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), and for the purposes of giving effect to Commission Directive 95/33/EC of 10 July 19951and for the purpose of giving further effect to Council Directive 82/471/EEC of 30 June, 19822, as amended, hereby make the following Regulations:

1. (1) These Regulations may be cited as the European Communities (Protein Feedingstuffs) (Amendment) Regulations, 1996.

(2) The European Communities (Protein Feedingstuffs) Regulations, 1986 to 1994, and these Regulations may be cited together as the European Communities (Protein Feedingstuffs) Regulations, 1986 to 1996.

(3) These Regulations shall come into operation on the 30th day of June, 1996.

2. In these Regulations "the Regulations of 1986" means the European Communities (Protein Feedingstuffs) Regulations, 1986 ( S.I. No. 433 of 1986 ).

3. Regulation 2(1) of the Regulations of 1986, as amended by Regulation 3 of the European Communities (Protein Feedingstuffs) (Amendment) Regulations, 1991, are hereby amended by the substitution, for the definition of "the Directive of 1982", of the definition set out in the First Schedule to these Regulations.

4. The Regulations of 1986, as amended by Regulation 4 of the European Communities (Protein Feedingstuffs) (Amendment) Regulations, 1991, are hereby amended by the substitution, for the First Schedule thereto, of the Schedule set out in the Second Schedule to these Regulations.

Declarations to be made on the label or packaging of the compound feedingstuff; - the name "Ammonium sulphate", - the amount of the product contained in the feedingstuff, - percentage of the total crude protein provided by non-protein nitrogen, - indication in the instruction for use of the level of total non-protein nitrogen which should not be exceeded in the daily ration of each animal species, - in the case of young ruminants, the incorporation rate in the daily ration may not exceed 0.5%

2.3 By-products from the production of amino acids by fermentation 2.3.1 Concentrated liquid by-products from the production of L-glutamic acid by fermentation with Corynebacterium melassecola Ammonium salts and other nitrogenous compounds Sucrose, molasses, starch products and their hydrolysates

Nitrogen expressed as crude protein: minimum 48% Moisture: maximum 28%

Ruminants from the beginning of rumination

Declarations to be made on the label or packaging of the product: - the name "By-products from the production of L-glutamic acid", - nitrogen, expressed as crude protein, - crude ash, - moisture, - animal species or category. Declarations to be made on the label or packaging of compound feedingstuffs: - percentage of the total crude protein provided by non-protein nitrogen, - indication, in the instructions for use, of the level of total non-protein nitrogen which should not be exceeded in the daily ration of each animal species or category

2.3.2 Concentrated liquid by-products from the production of L-lysine monohydrochloride by fermentation with Brevibacterium lactofermentum Ammonium salts and other nitrogenous compounds Sucrose, molasses, starch products and their hydrolysates Nitrogen expressed as crude protein: minimum 45% Ruminants from the beginning of rumination

Declarations to be made on the label or packaging of the product: - the name "By-products from the production of L-lysine", - nitrogen, expressed as crude protein, - crude ash, - moisture, - animal species or category. Declarations to be made on the label or packaging of compound feedingstuffs: - percentage of the total crude protein provided by non-protein nitrogen, - indication, in the instructions for use, of the level of total non-protein nitrogen which should not be exceeded in the daily ration of each animal species or category.

3. Amino acids and their salts
3.1 Methionine 3.1.1 DL-Methionine, technically pure CH3S(CH2)2CH(NH2)COOH - DL-Methionine: minimum 98% All animal species

Declarations to be made on the label or packaging of the product: - the name "DL-Methionine", - DL-methionine and moisture contents,

3.1.2 Dihydrated calcium salt of N-hydroxymethyl-DL-methionine, technically pure [CH3S(CH2]2CH(NHCH2 OH)-COO]2 Ca x 2H20 - DL-Methionine: minimum 67% Formaldehyde: maximum 14% Calcium: minimum 9% Ruminants from the beginning of rumination

Declarations to be made on the label or packaging of the product: - the name "Dihydrated calcium salt of N-hydroxymethyl-DL-methionine", DL-methionine and moisture contents, - animal species or category.

4. Hydroxy analogues of amino acids
