NATIONAL SAFETY COUNCIL (ESTABLISHMENT) ORDER, 1987, (AMENDMENT) (NO. 2), ORDER 1999. |

The Minister for the Environment and Local Government pursuant to sections 3 and 4 of the Local Government Services (Corporate Bodies) Act, 1971 (No. 6 of 1971) , hereby orders as follows: |
||||||||
1. This Order may be cited as the National Safety Council (Establishment) Order, 1987, (Amendment) (No. 2) Order, 1999. |
||||||||
2. In this Order “the Irish Water Safety Association” means the Irish Water Safety Association established under the Irish Water Safety Association (Establishment) Order, 1999. |
||||||||
3. The National Safety Council (Establishment) Order, 1987 is hereby amended by the substitution of the following article for article 4; |
||||||||
“4. (1) The Council shall provide the following services: |
||||||||
(a) the promotion of public awareness of fire safety and road safety, and |
||||||||
(b) the promotion of measures, including the advancement of education, relating to the prevention of accidents caused by fire and of accidents on roads. |
||||||||
(2) In matters relating to the services it provides under sub-article (1) the Council may-- |
||||||||
(a) organise conferences, training courses and competitions, |
||||||||
(b) provide advisory services and arrange publicity and educational programmes, |
||||||||
(c) publish or otherwise make available information, material, films or other matter, |
||||||||
(d) receive subscriptions and make charges, and |
||||||||
(e) cooperate with other bodies, including local authorities.” |
||||||||
4. The Council shall, for such time as the Minister may direct, provide such services and facilities to the Irish Water Safety Association as the Minister shall direct. |
||||||||
5. All assets of the National Safety Council which immediately before the coming into effect of this Order related wholly to |
||||||||
(a) the promotion of water safety, |
||||||||
(b) the promotion of measures, including the advancement of education, relating to the prevention of accidents in water, or |
||||||||
(c) the provision of instruction in water rescue and resuscitation, |
||||||||
shall be transferred to the Irish Water Safety Association with effect from the coming into operation of this order. |
||||||||
6. The National Safety Council (Establishment) Order, 1987 (Amendment) Order, 1999 ( S.I. No. 11 of 1999 ) is hereby revoked with effect from 21 December 1999. |
||||||||
7. This Order shall come into operation on the 26th day of November, 1999. |
||||||||

The Minister for Finance hereby agrees to the foregoing order. |

This Order amends the National Safety Council Establishment Order, 1987 to redefine the services to be provided by the Council on the establishment of the Irish Water Safety Association. From the commencement date of this order the services to be provided by the Council shall relate to fire safety and road safety. This order also provides for the revocation of The National Safety Council (Establishment) Order, 1987 (Amendment) Order, 1999 ( S.I. No. 11 of 1999 ) to the effect that from 21 December 1999 the Council shall consist of ten members. |
