SOCIAL WELFARE ACT, 2000 (SECTION 32) (COMMENCEMENT) ORDER, 2000

The Minister for Social, Community and Family Affairs, in exercise of the powers conferred on him by section 32 of the Social Welfare Act, 2000 ( No. 4 of 2000 ), hereby orders as follows:

Citation.

1. This Order may be cited as the Social Welfare Act, 2000 (Section 32) (Commencement) Order, 2000.

Commencement.

2. The 31st day of July 2000, is hereby appointed as the day on which section 32 of the Social Welfare Act, 2000 ( No. 4 of 2000 ), shall come into operation.

EXPLANATORY NOTE

(This note is not part of the Instrument and does not purport to be a legal interpretation.)

This Order provides that Section 32 of the Social Welfare Act, 2000 will come into effect on the 31st day of July, 2000.

Section 32 provides for extension of the scope of the existing provisions governing the use of the Personal Public Service Number to allow;

*Department of Social, Community and Family Affairs to share information with specified bodies for the purpose of providing those bodies with a Personal Public Service Number for each person for whom they hold records.

*Department of Education and Science to share information with specified bodies in order to identify and track early school leavers.

*The National Breast Screening Board to use the Personal Public Service Number when sharing data with specified bodies in order to compile a database of persons who may be invited to participate in cancer screening programmes.

*Department of Social, Community and Family Affairs to share landlord and tenant data with local authorities for persons in receipt of Rent Supplement under the Supplementary Welfare Allowance Scheme so that those bodies may ensure those landlords comply with their statutory obligations.
