STATISTICS (CENSUS OF POPULATION) ORDER, 2000.

I, SÉAMUS BRENNAN, Minister of State at the Department of the Taoiseach, in exercise of the powers conferred on me by section 25(1) of the Statistics Act, 1993 (No. 21 of 1993) , and the Statistics (Delegation of Ministerial Functions) Order, 1997 ( S.I. No. 327 of 1997 ), hereby order as follows:

1. (1) This Order may be cited as the Statistics (Census of Population) Order, 2000.

(2) In this Order, unless the contrary intention appears, “census night” means the night of Sunday 29 April 2001.

2. Information, the general nature of which is specified in Schedule 1 to these Regulations, is prescribed as information required to be provided for the purposes of the Census of Population to be conducted in the year 2001.

3. Subject to Article 4, the persons or classes of persons specified in Schedule 2 to these Regulations are prescribed as the persons or classes of persons by whom the information referred to in Article 2 of this Order is required to be provided, which information shall be provided by the completion of forms and questionnaires prepared by the Director General of the Central Statistics Office in accordance with section 23 of the Statistics Act, 1993 ( No. 21 of 1993 ).

4. (1) A person to whom paragraph 1 of schedule 2 applies is required to provide--

(a) in respect of a private household that is occupied by such person on the night of Sunday, 29 April 2001, information, the general nature of which is specified in paragraph 1 of Schedule 1;

(b) in respect of an individual who passes the night of Sunday, 29 April 2001 in that household or who arrives in that household on the morning of Monday, 30 April 2001 not having been enumerated elsewhere, information, the general nature of which is specified in paragraph 2 of Schedule 1;

(c) in respect of an individual who is temporarily absent from the private household concerned on the night of Sunday, 29 April 2001 where the household is occupied on that night, information, the general nature of which is specified in paragraph 3 of Schedule 1;

(2) A person to whom paragraphs 2 or 3 of Schedule 2 applies is required to provide information, the general nature of which is specified in paragraph 4 of Schedule 1.

(3) A person to whom paragraph 4 of Schedule 2 applies is required to provide information, the general nature of which is specified in paragraph 2 of Schedule 1.

5. Save where otherwise provided for in this Order, information required to be provided by virtue of this Order shall be provided in respect of the circumstances existing on the night of Sunday, 29 April 2001.

SCHEDULE 1

General Nature of the information to be provided for the purpose of the Census of Population to be conducted in the year 2001

1. In respect of housing characteristics and facilities of a private household:

(i) Type of accommodation;

(ii) Age of building;

(iii) Nature of occupancy;

(iv) Rent paid;

(v) Number of rooms;

(vi) Central Heating;

(vii) Type of water supply;

(viii) Sewerage facilities;

(ix) Number of cars and vans;

(x) Possession of a personal computer;

(xi) Access to the internet.

2. In respect of persons present in a household on census night:

(i) Population;

(ii) First name, surname and sex;

(iii) Relationship to person whose name is inserted as person 1 on census form;

(iv) Date of birth;

(v) Place of birth;

(vi) Nationality;

(vii) Usual residence and usual residence one year prior to the 29 April 2001;

(viii) Country of last residence and year of taking up residence in the State;

(ix) Marital status;

(x) Knowledge of the Irish language;

(xi) Religion;

(xii) Membership of Irish Traveller Community;

(xiii) Disability - long lasting condition and physical, mental or emotional condition;

(xiv) Usual means of travel to place of work, school or college, time of leaving home, distance travelled and time taken;

(xv) Age at which full-time education ceased and highest level of education completed;

(xvi) Third level qualification held;

(xvii) Provision of regular unpaid personal help;

(xviii) Present principal economic status, present employment status, present occupation, present employer and such employer's business;

(xix) In case of an unemployed person, previous employment status, previous occupation, previous employer and such employer's business;

(xx) In case of a retired person, previous employment status and previous occupation;

(xxi) If work was carried out for payment or profit in the week prior to census night, the number of hours worked in that week;

(xxii) If work was not carried out for payment or profit in week prior to census night whether actively seeking paid work, availability for work, or waiting to start a job already obtained.

3. In respect of persons temporarily absent from a private household on census night:

(i) First name, surname and sex;

(ii) Relationship to person whose name is inserted as person 1 in the census form;

(iii) Date of birth;

(iv) Marital status;

(v) Length of absence from household;

(vi) Whether or not in the State;

(vii) Whether a student away at school or college.

4. In respect of a communal establishment--

(a) a description of the nature of the establishment concerned,

(b) a list of the names of the persons pasing the night of 29 April 2001 in that establishment, and

(c) confirmation in respect of each person so listed as to whether an individual form was issued to and collected from such person.

SCHEDULE 2

The persons, or classes of persons, by whom the information specified in Schedule 1 is required to be provided.

1. The householder or any adult member of a private household.

2. The manager or person in charge of a communal establishment such as a hotel, boarding house, guest house, bed and breadfast, hostel, educational establishment, religious community, nursing home, hospital or other establishment of any kind.

3. The master in charge or other person in charge of a vessel (other than a vessel comprising a private household) in any harbour, port, bay, creek, lake, river, canal or else-where in waters within the jurisdiction of the State.

4. Individuals.
