European Communities (Identification and Registration of Bovine Animals) (Amendment) Regulations, 2006

I, Mary Coughlan, Minister for Agriculture and Food, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972) hereby make the following Regulations:-

1.         (1) These Regulations may be cited as the European Communities (Identification and Registration of Bovine Animals) (Amendment) Regulations, 2006.

(2) These Regulations shall come into force on 23 January 2006.

2.         In these Regulations -�the 1999 Regulations-� means the European Communities (Identification and Registration of Bovine Animals) Regulations, 1999 ( S.I. No. 276 of 1999 ) as amended by the European Communities (Identification and Registration of Bovine Animals), (Amendment) Regulations, 2000 ( S.I. No. 46 of 2000 ), the European Communities (Identification and Registration of Bovine Animals) (Amendment) Regulations, 2002 ( S.I. No. 83 of 2002 ) and the European Communities (Identification and Registration of Bovine Animals) Regulations, 2004 ( S.I. No. 687 of 2004 ).

3.         Regulation 4 (1) of the 1999 Regulations is hereby amended by the insertion of the following subparagraphs:

(g)  a passport in the format set out in the Eighth Schedule containing the information in paragraph (a) in respect of each animal whose birth has been notified after 1 January 2006 in accordance with Regulation 3 or Regulation 3, paragraph (1), of the 1996 Regulations or otherwise;

(h)  with effect from 1 January 2006 a replacement passport in the format set out in the Ninth Schedule containing the information in paragraph (a) where she is satisfied it is in order to do so;

(i)  a passport in the format set out in the Ninth Schedule in respect of an animal notified after 1 January 2006 as being or having been imported from a third country or from another Member State.

4.         Regulation 4 (3) of the 1999 Regulations is hereby amended by the insertion after -�in accordance with paragraph 1 (b) or (1) (e)-� of:

5.         Regulation 5 of the 1999 Regulations is hereby amended by the insertion

(1) after -�(a) Regulation 4, paragraph (1) (a) or (1) (d)-� of:

-�or (1) (g)-�.

(2) after -�(b) Regulation 4, paragraph (1) (b) or (1) (c) or (1) (e) or (1) (f) -� of:

-�or (1) (h) or (1) (i)-�.

6.         Regulation 28 (3) of the 1999 Regulations is amended by:

(a) the amendment of the following breed codes:

and

(b)  the insertion of the following breed codes:

7.         The 1999 Regulations are hereby amended by the addition of the following new Schedules:

These Regulations provide for amendments to the design of animal passports in respect of animals registered from 23 January 2006 and also extend the list of breed codes eligible to be registered in the animal registration database.
