I, LEO VARADKAR, Minister for Transport, Tourism and Sport, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving effect to Commission Directive 2005/30/EC of 22 April 20051 , Council Directive 2006/96/EC of 20 November 20062 , Commission Directive 2006/120/EC of 27 November 20063 , Regulation (EC) No. 1137/2008 of the European Parliament and of the Council of 22 October 20084 and Council Directive 2013/15/EU of 13 May 20135 , in so far as they relate to the entry into service of two or three-wheel motor vehicles, hereby make the following regulations: |

1. These Regulations may be cited as the European Communities (Two and Three Wheel Motor Vehicle Entry into Service) (Amendment) Regulations 2013. |
||
2. Regulation 2(1) of the European Communities (Two and Three Wheel Motor Vehicle Entry into Service) Regulations 2005 ( S.I. No. 412 of 2005 ) is amended by substituting for the definition of "Council Directive" the following definition: |
||
"‘Council Directive’ means Directive 2002/24/EC of the European Parliament and of the Council of 18 March 20026 , as amended by Commission Directive 2003/77/EC of 11 August 2003, Act concerning the conditions of accession of the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic and the adjustments to the Treaties on which the European Union is founded7 , Commission Directive 2005/30/EC of 22 April 20051, Council Directive 2006/96/EC of 20 November 20062, Commission Directive 2006/120/EC of 27 November 20063, Regulation (EC) No. 1137/2008 of the European Parliament and of the Council of 22 October 20084 and Council Directive 2013/15/EU of 13 May 20135;" |

The Regulations amend the European Communities (Two and Three Wheel Motor Vehicle Entry into Service) Regulations 2005 ( S.I. No. 412 of 2005 ), which gave effect to Directive 2002/24/EC of the European Parliament and of the Council of 18 March 2002 (the Framework Directive) and to each of the separate Directives that individually regulate many components, systems and separate technical units, in so far as those Directives relate to the registration and entry into service of two or three wheel motor vehicles. These Regulations amend the definition of "Council Directive" in the Regulations of 2005 in order to take account of a number of amending regulatory acts, the most recent being Council Directive 2013/15/EU on the accession of the Republic of Croatia to the European Union. |

These Regulations may be cited as the European Communities (Two and Three Wheel Motor Vehicle Entry into Service) (Amendment) Regulations 2013. |
