S.I. No. 521/2022 - Electricity Costs Emergency Benefit Scheme II Regulations 2022


Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 21st October, 2022.

I, EAMON RYAN, Minister for the Environment, Climate and Communications, in exercise of the powers conferred on me by section 8 of the Electricity Costs (Domestic Electricity Accounts) Emergency Measures and Miscellaneous Provisions Act 2022 (No. 32 of 2022), and with the consent of the Minister for Public Expenditure and Reform, hereby make the following regulations -

1. These Regulations may be cited as the Electricity Costs Emergency Benefit Scheme II Regulations 2022.

2. In these Regulations –

“Act of 2022” means the Electricity Costs (Domestic Electricity Accounts) Emergency Measures and Miscellaneous Provisions Act 2022 (No. 32 of 2022);

“first payment period” means the payment period commencing on 1 November 2022 and ending on 31 December 2022;

“second payment period” means the payment period commencing on 1 January 2023 and ending on 28 February 2023;

“third payment period” means the payment period commencing on 1 March 2023 and ending on 30 April 2023.

3. 20 October 2022 is prescribed as the relevant date for the purposes of section 4(1)(a) of the Act of 2022.

4. The following dates are prescribed for the purposes of section 4(1)(e) of the Act of 2022:

(a) in respect of the first payment period, 27 October 2022;

(b) in respect of the second payment period, 20 December 2022;

(c) in respect of the third payment period, 27 February 2023.

5. The following periods are prescribed for the purposes of section 4(1)(f) of the Act of 2022:

(a) in respect of the first payment period, the period commencing on 27 October 2022 and ending on 30 November 2022;

(b) in respect of the second payment period, the period commencing on 20 December 2022 and ending on 31 January 2023;

(c) in respect of the third payment period, the period commencing on 27 February 2023 and ending on 31 March 2023.

6. The following periods are prescribed for the purposes of section 5(2) of the Act of 2022:

(a) in respect of the first payment period, the period commencing on 1 November 2022 and ending on 31 December 2022;

(b) in respect of the second payment period, the period commencing on 1 January 2023 to 28 February 2023;

(c) in respect of the third payment period, the period commencing on 1 March 2023 to 30 April 2023.

The Minister for Public Expenditure and Reform consents to the making of the foregoing Regulations.
