Employment-safety-breach of statutory duty-employer fails to provide "adequate supervision" within Safeguarding of Workers (Machinery and Woodworking Machines) (Jersey) Regulations 1967, reg. 6(9) if foreman permits untrained operator to use potentially dangerous machine without fitting guard to machine-guard making quality of work harder to achieve no justification for dispensing with it as "impracticable" within reg. 6(21)
