Road Traffic-tampering with motor vehicle-wheel clamping-wheel clamping involving touching wheel and immobilizing vehicle is "tampering" with part of "mechanism" of vehicle-offence prima facie committed under Road Traffic (Jersey) Law, 1956, art. 29(2) if done without lawful authority, i.e. if offender not under legal duty to wheel clamp, or without reasonable cause, i.e. if potentially tortious
