Immigration-deportation-deportation of offender-when considering whether to order deportation, Lieutenant Governor to strike fair balance between (a) need to prevent crime and disorder, and protect health, rights and freedoms of others (under ECHR, art. 8(2)); and (b) offender's right to respect for private and family life under art. 8(1)-margin of discretion-may place considerable weight on need to deter crime by deporting foreign nationals who commit serious offences, e.g. importation of Class A drugs
