RULING
THE commisioner:
1. Mr Warren, until early, or mid-February of this year you were in receipt of legal aid and had the advantage of being represented by a very experienced and able Jersey Advocate. You chose to dismiss him and that was entirely your choice. Since then I understand you have been offered legal aid to be represented by the same Advocate again, or maybe by another Jersey Advocate. I have explained to you more than once that any Advocate from the United Kingdom will not have right of audience before me. Whether you are granted legal aid for such an Advocate is a matter not for me but for those others in authority over the grant of legal aid.
2. I make this plain Mr Warren, I am in control of this case, not you, and I am not going to have the case thwarted by fruitless applications. I regard this as being a fruitless application. It is your own choice you are not represented and I propose now to make progress with the case.
3. I refuse your application.
