28.(1) The Service may, in accordance with a scheme (in this Order referred to as "a supply scheme") extending by virtue of section 1 of the Northern Ireland Act 1947 as well to the Republic of Ireland as to Northern Ireland, make arrangements with any person in the Republic of Ireland (a)for the supply of electricity (i)by that person to the Service; or (ii)by the Service to that person; (b)for the purchase or sale of supplies of electricity by the Service; (c)for the exchange of supplies of electricity between the Service and that person. (2) As well as making provision for payments for electricity bought, sold or exchanged as mentioned in paragraph (1)(b) and (c), the arrangements made under a supply scheme may include arrangements for the payment of money, by reference to any period, to the person providing the greater reserve of plant for the purposes of the scheme during that period. (3) No supply scheme shall be made otherwise than with the written consent of the Ministry; and arrangements taking effect under a supply scheme shall be made only with the written consent of the Ministry or within the terms of any authorisation in writing given to the Service by the Ministry.
