Piers or quays to become public property. 68. Every pier or quay which has been built or enlarged in pursuance of a presentment of any grand jury, or may hereafter be built or enlarged in pursuance of a resolution of any county council upon any navigable lake or river or on the sea coast, pursuant to the provisions of this or any other Act, shall be deemed and become public property.
