HEALTH AND PERSONAL SOCIAL SERVICES (NORTHERN IRELAND) ORDER 1972 - SECT 52

52. If the Ministry is of the opinion that an emergency exists and thinks it
necessary to do so in order to secure the effective continuance of any service
under this Order, the Ministry may direct that any functions conferred by or
under this Order on any body or person shall during the period of the
emergency be performed by such other body or person as the Ministry may
specify in the direction.
