Seal, style, and acts of the Secretary of State for Employment. 11.(1) [The Secretary of State for Employment shall have an official seal which] shall be officially and judicially noticed, and shall be authenticated by the signature of [the Secretary of State for Employment] or of a secretary or some person authorised by [the Secretary of State for Employment] to act in that behalf. (2) Every document purporting to be an order or other instrument issued by [the Secretary of State for Employment], and to be sealed with the seal of [the Secretary of State for Employment] authenticated in manner provided by this section, or to be signed by the secretary or any person authorised as aforesaid, shall be received in evidence and be deemed to be such order or instrument without further proof, unless the contrary is shown. (3) A certificate signed by [the Secretary of State for Employment], that any order or other instrument purporting to be made or issued by him is so made or issued, shall be conclusive evidence of the fact so certified.
