RATES (NORTHERN IRELAND) ORDER 1977 - SECT 34 



34.(1) The Department shall, in respect of each year, pay to each district
council in accordance with regulations a sum equal to the product of the
district rate made by the council for that year.

(2) The sums payable under this Article shall be charged on and issued out of
the Consolidated Fund, and for the purpose of providing for such issues the
Department may borrow money.
