60.(1) The Department shall take such steps as appear to it best designed to secure that the provisions of an allowance scheme come to the notice of any persons who may be entitled to an allowance under the scheme. (2) The Department shall furnish the statutory particulars of an allowance scheme on request to a tenant of a dwelling or a landlord of such a tenant, free of charge and in a form convenient to be kept in a rent book. (3) A landlord who grants a new tenancy of a dwelling to a private tenant on or after the commencement of this Order shall take all reasonable steps to furnish to the tenant in writing and in a convenient form the statutory particulars of the allowance scheme in force when the tenancy takes effect. (4) Any landlord who refuses or wilfully neglects to perform a duty imposed on him by paragraph (3) shall be guilty of an offence and liable to a fine not exceeding #400. (5) In this Article "statutory particulars", in relation to an allowance scheme, means such particulars as the Department may specify in regulations of the following matters, namely (a)the procedure for making an application for an allowance; (b)the information to be included in such an application; (c)the circumstances in which an allowance is likely to be granted;
