Appeal to assistant barrister by persons liable to contribute to expense of works. 41. Any person liable to pay or to contribute towards the expense of any of the works herein-before mentioned, or otherwise aggrieved by any order of the [district council or the Department of the Environment as the case may be] relating thereto, may at any time within seven days next after the making of any such order give notice in writing to the [district council or the Department of the Environment as the case may be] that he intends to appeal against such order to the assistant barrister at the next quarter sessions ....
