VAGRANCY ACT 1824

VAGRANCY ACT 1824 - LONG TITLE

An Act for the Punishment of idle and disorderly Persons, and
Rogues and Vagabonds, in that Part of Great Britain called
England.{1}
[21st June 1824]
Persons committing certain offences shall be deemed rogues and
vagabonds and may be imprisoned for three months.

4. Every person

(a) pretending or professing to tell fortunes, or using any subtle
craft, means, or device, by palmistry or otherwise, to deceive and
impose on any of His Majesty's subjects; or

(b) wandering abroad and lodging in any barn or outhouse, or in
any deserted or unoccupied building, or in the open air, or under
a tent, or in any cart or waggon, not having any visible means of
subsistence, and not giving a good account of himself; or

(c)wilfully exposing to view in any street, road, highway, or public
place, or in any place to which the public have or are permitted
to have access, or in the window or other part of any shop or
other building situate in any street, road, highway or public place,
any obscene print, picture, or other indecent exhibition; or

(d)wilfully, openly, lewdly, and obscenely exposing his person with
intent to insult any female; or

(e) wandering abroad, and endeavouring by the exposure of wounds or
deformities to obtain or gather alms; or

(f) going about as a gatherer or collector of alms, or endeavouring
to procure charitable contributions of any nature or kind, under any
false or fraudulent pretence; or

(h)playing or betting by way of wagering or gaming in any street,
road, highway or other public place or in any place to which the
public have or are permitted to have access, at or with any table
or instrument of gaming or any coin, card, token or other article
used as an instrument or means of such wagering or gaming at any
game or pretended game of chance; or

<[(i)being armed with any dangerous or offensive weapon, or having upon him any instrument, with intent to commit any arrestable offence; or]

(j) being found in or upon [any building or structure, whether
permanent or not, or any vehicle or caravan or movable dwelling, or
in any premises or place owned or occupied by any other person],
for any unlawful purpose; or

(k) who is a suspected person or reputed thief, frequenting or
loitering about any river, canal, or navigable stream, dock, or
basin, or any quay, wharf, or warehouse near or adjoining thereto,
or any street, highway, or avenue leading thereto, or any place of
public resort, or any avenue leading thereto, or any street, or any
highway, or any place adjacent to a street or highway, with intent
to commit [an arrestable offence];
