(a) for the purpose only of authorising the making of an order, is 23rd December 2002; and

(b) for all other purposes, is 24th February 2003.

    (2) The day appointed for the coming into operation of-

(a) section 1(1) to (3) and (5) to (8) of the Act;

(b) section 2 of the Act (electronic access to information);

(c) section 4 of the Act (arrangements for payments in respect of information); and

(d) the Schedule to the Act (repeals), and section 16 of the Act in so far as it relates to that Schedule, in so far as not already in operation,

is 24th February 2003.
