The Department of Finance and Personnel[1], in exercise of the powers conferred by Article 25B(1) of, and paragraph 1(9) of Schedule 8B to, the Rates (Northern Ireland) Order 1977[2], makes the following Regulations:
Citation and commencement
1.
These Regulations may be cited as the Rates (Exclusion from Service of Completion Notices) Regulations (Northern Ireland) 2007 and shall come into operation on 1st April 2007.
Hereditaments excluded from service of completion notices

—(1) The class of building prescribed for the purposes of paragraph 1(9) of Schedule 8B to the Rates (Northern Ireland) Order 1977 consists of any building in respect of which the person entitled to possession is a person which—
(a) is a company limited by guarantee within the meaning of Article 12(2) of the Companies (Northern Ireland) Order 1986[3];
(b) is funded in respect of its capital costs, in whole or in part, by a public body; and
(c) provides accommodation and support services for a trade or business.
(2) In paragraph (1) public body means—
(a) a body established by or under a statutory provision; or
(b) a department of the Government of the United Kingdom.

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations prescribe a class of building in respect of which the Department of Finance and Personnel is excluded from serving a completion notice for the purposes of the unoccupied rating provisions of the Rates (Northern Ireland) Order 1977.
