DISABLED PERSONS
The Disability Discrimination (2006 Order) (Commencement No. 4) Order (Northern Ireland) 2007
The Office of the First Minister and deputy First Minister makes the following Order in exercise of the powers conferred by Article 1(2) of the Disability Discrimination (Northern Ireland) Order 2006[1]:
Citation and interpretation
1.
—(1) This Order may be cited as the Disability Discrimination (2006 Order) (Commencement No. 4) Order (Northern Ireland) 2007.
(2) In this Order—
"the Order" means the Disability Discrimination (Northern Ireland) Order 2006; and
"the 1995 Act" means the Disability Discrimination Act 1995[2].
Appointed days
2.
—(1) The day appointed for the coming into operation of Article 13 (private clubs, etc.) of the Order in so far as it inserts section 21F into the 1995 Act for the purpose only of exercising any power to make regulations is 9th November 2007.
(2) The day appointed for the coming into operation of the following provisions of the Order is 31st December 2007—
(a) Article 3 (district councils);
(b) Article 4 (discrimination by public authorities) to the extent that it is not already in operation;
(c) Article 6 (police);
(d) Article 7 (application of sections 19 to 21 of the 1995 Act to transport vehicles);
(e) Article 11 (discriminatory advertisements);
(f) Article 12 (group insurance);
(g) Article 13 (private clubs, etc.) to the extent that it is not already in operation;
(h) Article 14 (discrimination in relation to letting of premises) to the extent that it is not already in operation;
(i) Article 15 (power to modify or end small dwellings exemption);
(j) Article 16 (improvements to let dwelling houses) to the extent that it is not already in operation;
(k) Article 17 (generalisation of section 56 of the 1995 Act in relation to Part III claims) to the extent that it is not already in operation;
(l) paragraphs 4, 5, 6, 7, 8, 9, 10, 11, 17, 18, 19, 23, 24, 29 and 31 of Schedule 1 (minor and consequential amendments) and Article 19(1) in so far as it relates to those entries;
(m) paragraphs 12, 16, 20, 22, 25 and 30 of Schedule 1 (minor and consequential amendments) to the extent that they are not already in operation and Article 19(1) in so far as it relates to those entries;
(n) the entries in Schedule 2 (repeals) in respect of sections 16A(2)(b), 16B(3)(i), 18 and 55(6) of, and paragraph 2(3)(b) of Schedule 3A to, the 1995 Act and Article 19(2) in so far as it relates to those entries.

EXPLANATORY NOTE
(This note is not part of the Order)
This is the fourth Commencement Order to be made under the Disability Discrimination (Northern Ireland) Order 2006 ("the Order"). The Order extensively amends the Disability Discrimination Act 1995 ("the 1995 Act").
Article 2(1) brings into operation section 21F of the 1995 Act for the purpose only of exercising any power to make regulations.
Article 2(2) brings into operation the Order's provisions on district councils, police, application of sections 19 to 21 of the 1995 Act to transport vehicles, discriminatory advertisements, group insurance, the power to modify or end small dwellings exemption; and, to the extent that they are not already in operation, discrimination by public authorities, private clubs, discrimination in relation to letting of premises, improvement to let dwelling houses and generalisation of section 56 of the 1995 Act and specified paragraphs of Schedule 1 (minor and consequential amendments) and specified entries in Schedule 2 (repeals).
NOTE AS TO EARLIER COMMENCEMENT ORDERS
(This note is not part of the Order)
The provisions of the Disability Discrimination (Northern Ireland) Order 2006 listed in the table below have been brought into operation by Commencement Orders made before the date of this Order.
