The Department of the Environment having been designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to measures relating to the prevention, reduction and elimination of pollution caused by waste and in relation to the environment.
The Department of the Environment acting in exercise of the powers conferred upon it by that section and by Articles 3(3)(a), 4(3), 5(7), 38(3), 40(3), 48 and 77 of the Waste and Contaminated Land (Northern Ireland) Order 1997(3), makes the following Regulations.
1. (1) These Regulations may be cited as the Waste (Amendment) Regulations (Northern Ireland) 2013 and shall come into operation 30th November 2013.
(2) The Interpretation Act (Northern Ireland) 1954(4) shall apply to these Regulations as it applies to an Act of the Assembly.
2. The Waste Regulations (Northern Ireland) 2011(5) shall be amended in accordance with regulations 4 t0 7.
3. In regulation 13 paragraph (1) omit "shall".
4. Regulation 21 is revoked.
5. Regulation 26 is revoked.
6. Regulation 66 is revoked.
7. (1) The Controlled Waste (Duty of Care) Regulations (Northern Ireland) 2002 shall be amended as follows.
(2) In regulation 33(6) for "20(1)" substitute "17(1)".
8. (1) The Pollution Prevention and Control Regulations (Northern Ireland) 2003 shall be amended as follows.
(2) In regulation 12D-
(a)In paragraph 5(b) for "pf" substitute "of".
(b)In paragraph 7 for "Annex IIIB" substitute "Annex IIB".
9. (1) The Waste Management Licensing Regulations (Northern Ireland) 2003 shall be amended as follows.
(2) In Schedule 3 paragraph 4(2) for "(f)" substitute "(e)".
(3) In Schedule 4 paragraph 1(1) in the definition of "carrier" after "Regulation 6" insert "of".
10. (1) The Hazardous Waste (Northern Ireland) Regulations 2005 shall be amended as follows.
(2) In Schedule 4 for paragraph 5 substitute "I certify that the information in A and B is correct and I confirm that I have fulfilled my duty to apply the waste hierarchy as required by regulation 17(1) of the Waste Regulations (Northern Ireland) 2011."

These Regulations mainly amend typing errors in the Waste Regulations (Northern Ireland) 2011, the Controlled Waste (Duty of Care) Regulations (Northern Ireland) 2002, the Pollution Prevention and Control Regulations (Northern Ireland) 2003, the Waste management Licensing Regulations (Northern Ireland) 2003 and the Hazardous Waste Regulations (Northern Ireland) 2005. Regulations 4, 5 and 6 revoke regulations of the Waste Regulations (Northern Ireland) 2011.
