Citation and commencement

1.—(1) These regulations may be cited as the Welfare Supplementary Payment (Extension) Regulations (Northern Ireland) 2025.

(2) They come into operation on the day after the day they are made.

Extension of welfare supplementary payments to 31 March 2028

2.  In each of the following provisions, for “on 31^stMarch 2025” substitute “on 31^stMarch 2028”—

(a) in the Welfare Supplementary Payments Regulations (Northern Ireland) 2016( 3), regulations 4(6) and 10(3)(b),

(b) in the Welfare Supplementary Payment (Loss of Carer Payments) Regulations (Northern Ireland) 2016( 4), regulations 6(3)(b), 10(3)(b), 14(3)(b), 18(3)(b) and 20(5)(b),

(c) In the Welfare Supplementary Payment (Loss of Disability Living Allowance) Regulations (Northern Ireland) 2016( 5), regulations 6(3)(b) and 6(6)(b), 11(3)(b) and 19(4)(b),

(d) in the Welfare Supplementary Payment (Loss of Disability-Related Premiums) Regulations (Northern Ireland) 2016( 6),regulations 8(3)(b), 17(3)(b), 24(3)(b), 30(3)(b), 36(3)(b) and 39(5)(b).

Removal of 31 March 2025 end date for certain conditions for payment

3.  In the Welfare Supplementary Payment (Amendment) Regulations (Northern Ireland) 2022( 7), omit regulation 1(3).

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations amend laws made under Article 137 and Article 137A of the Welfare Reform (Northern Ireland) Order 2015. Those laws provided for welfare supplementary payment to be paid to individuals where certain entitlements to social security benefits had been terminated or reduced. The relevant common feature of those laws was that they provided for welfare supplementary payment to end on 31st March 2025.

Regulation 2 extends that end date to 31 March 2028.

Regulation 3 provides that certain conditions relating to the payment of welfare supplementary payments, which were due to expire on 31 March 2025, do not expire on that date.
