The case concerned the correct interpretation of the complainant's request. The request was for information relating to a parcel of land that had a complicated management history. The complicated history of the site made it difficult for the complainant to identify precisely the information he wanted. The Council believed they had provided the information requested and did not recognise that it was quite reasonable to place an alternative interpretation on the request despite the complainant attempting to clarify the matter at the internal review stage. The Decision Notice required the Council to provide the complainant with a copy of the information contained in various correspondence records.
