The complainant requested access to complaints originally handled by the Independent Police Complaints Authority. The IPCC refused the request citing a statutory prohibition originally provided under s.80 of the Police Act 1996. Having investigated the matter, the Commissioner decided that the statutory prohibition was still valid. The Information Tribunal has ruled on this decision and has dismissed this appeal.
