Summary: The complainant requested information relating to an investigation into alleged harassment, bullying, improper behaviour and misconduct. The Commissioner is satisfied that the section 30 (investigation) exemption and the public interest in maintaining the exemption outweighs the public interest in disclosing the information. Furthermore, the Commissioner is satisfied that the section 41 (information provided in confidence) is engaged and that disclosure would constitute an actionable breach in confidence. The Commissioner is not satisfied that the section 31 (law enforcement) exemption is engaged. The Commissioner is not satisfied that the refusal notice issued by PSNI complied with the requirements of section 17.
