The complainant requested information concerning an investigation about the conduct of police officers, information about the officers themselves and information concerning a public authority investigation about him. The Commissioner finds that the majority of this information is personal data relating to the complainant and, therefore, exempt by virtue of section 40(1). The Commissioner finds that the remainder of the information requested is personal data relating to third parties and that it is exempt by virtue of section 40(2) as the disclosure of it would breach the first data protection principle, or is not held by the public authority. Information Tribunal appeal number EA/2008/0001 has been dismissed.
