Summary: The complainant requested information from the BBC related to the representation of ethnic minority groups on television and radio. The BBC refused to provide the information on the basis that it was held for the purposes of journalism, art or literature within the meaning set out in Schedule 1 of the Act. The Commissioner decided that, as the request was for information held for the purposes of journalism, art or literature, the BBC was not obliged to comply with Part I to V of the Act.
