Summary: The complainant requested information relating to the security screening of passengers and security staff at UK airports. The requested information is contained in three Directions issued to aerodrome managers pursuant to the Aviation Security Act 1982. The public authority withheld the requested information by virtue of the exemptions at sections 24, 31(1) (a), and (b) of the Act. The Commissioner finds that some information in the Directions was correctly withheld under the exemption at section 24 but has ordered the disclosure of the remaining information in the Directions as he is not persuaded that the relevant information was correctly withheld under the stated exemptions at sections 24 and 31(1)(a) and (b). The Commissioner therefore finds the public authority in breach of sections 1(1)(b) and 10(1) for failing to disclose the relevant information within 20 working days of the request. Information Tribunal appeal number EA/2009/0111 part allowed.
